Everyone needs to have access to it. The reason why most people had failed mutation was due to their body and mind being weak.
"What do you think, Cissy?" she asked, tapping her chin with deep eyes.
The system responded perfectly. [Host, you're on the right track. Healthy people are the living.]
"Then... I have an idea." Her eyes twinkled.
Looking at it now, just having guards wouldn't be enough. It was unfair to let someone risk their life protecting others without getting anything in return. Even if they didn't complain at first, resentment would eventually grow.
So they needed something smart — a structure. A hierarchy.
It took her days to arrive at a proper plan, and once she deemed it executable, she left the room.
