The problem was that Raynare simply wasn't suited for research; she was violent and had no patience for academic matters.
Raynare frowned upon hearing Isaac Leclerc's orders, then rejected them with a sad look on her face:

Then she hesitated before asking, "What about the base in East Asia? Who's going to run it? It's… there."
Isaac Leclerc thought for a moment and said, "Mittelt should take over. She's been your deputy for a long time, so she should be competent enough."
Isaac had trained Mittelt for over ten years.
And since Metelt was also a Fallen Angel, she would show no mercy when dealing with obstacles.
Raynare leapt up from her seat in anger. "What? Impossible! I spent so much effort training my deputy, and now you take her from me with just a few words? That's not fair!"
Her original plan was to hand Sokovia's administrative work to her.

After sending the lazy female angel off to her new position, Isaac turned his attention to the cold Kryptonian beauty.
"Faora, the defense of Sokovia's borders is now in your hands," he said with a smile.
Faora gave a cold nod, signaling her agreement.
But Ivan Vanko interrupted hesitantly, "Sir, are you sure we don't need to recruit more troops?"
Isaac smirked. "Troops? What army could possibly compare to Faora?"
Ivan Vanko: "…"
He was left speechless.
Isaac explained, "In this extraordinary world, ordinary armies are nothing but cannon fodder. No matter how many you have, they're useless."
Even if Sokovia recruited a million soldiers, Faora could wipe them out in less than half a day.
Finally, Isaac ended his lecture in a cold, decisive tone:
"The Celestial Dome follows the principle that the strong are supreme, the weak are the only ones worth protecting, and the final say belongs solely to the strong. That is the system of the Celestial Dome!"
