Not only had a previously unknown organization called the Sky Island Alliance risen to prominence, challenging the power of the World Government itself, but the astonishing strength of its Air Force struck fear into the hearts of nations allied with the World Government.

Many of these allied nations began quietly reaching out to the Sky Island Alliance. Some had already secretly defected, and now openly declared their allegiance to the Alliance.

Thanks to the advanced technology freely shared by the Sky Island Alliance, an increasing number of nations, including those not previously aligned with the World Government, eagerly joined their ranks.

To the world's astonishment, the Alliance truly delivered on its promise — they revealed how to create island clouds and cloud seas high above the surface.

However, the machinery needed to generate island clouds and sustain cloud seas had to be purchased. Even nations without the means to buy such technology were offered these machines and airships by the Sky Island Alliance in exchange for a share of their future sky‑island crops and sky fisheries.

Merchants were ecstatic. With the Alliance's skyship travel technology, they could cut transportation time and cost nearly in half compared to sea routes. World travelers and traders spread the word of the Sky Island Alliance far and wide.

This development was a severe blow to the authority of the World Government.

The Celestial Dragons and other high officials raged at their inability to crush the Alliance and seize their technology.

But with the World Government's current capabilities, their forces could not match the Sky Island Alliance's dominance in the sky.

As a result, the world's power structure was transformed.

The Marines, under the World Government, maintained absolute control over the seas.

And high above, the Air Force of the Sky Island Alliance asserted total control over the skies.

For nearly a year, both sides kept a fragile stability, and open conflict was, surprisingly, rare.

There was one colossal clash, though — a massive battle off the coast of the Alabasta Kingdom shortly after Marineford. Rumor had it that this confrontation was just as fierce and spectacular as Marineford itself.

However, the exact outcome was never officially recorded. No live broadcast via Den Den Mushi was made, so speculation ran wild. Many believed the Air Force must have won because after the battle, not a single Marine ship remained in the waters around Alabasta.

Soon after, the Alabasta Kingdom openly sided with the Sky Island Alliance and became one of its permanent members.

Not long after that, the Marines appointed a new Fleet Admiral.

Now, the Fleet Admiral was Sakazuki, known for his merciless methods and absolute belief in Justice.

Immediately after taking command, Fleet Admiral Sakazuki launched a World Conscription, recruiting five new Marine Admirals from allied nations across the globe.

These new Admirals were:

Admiral Youryuu

Inside a tavern called No Wimps, Just Hardcore, a boisterous drunkard shouted at the top of his lungs.

"Hic… The Sky Island Alliance is the strongest force in the world!!!"

A tall, red‑faced man staggered, shaking his bottle of liquor, hiccupping proudly.

"What kind of World Government! They're ancient! The Sky Island Alliance has been around less than a year hic and already taken so much power!"

He swayed, pointing a shaky finger.

"And their Air Force — no Marine ship can touch them in the sky!"

Other patrons argued back.

"The Alliance is strong, sure! But the Marines are a historic military! With all those new Admirals, they might still have the edge!"

"Bollocks!" the drunkard roared. "They couldn't even beat Whitebeard's crew over half a year ago, and they call themselves mighty?"

Laughter erupted throughout the tavern.

The regulars didn't care about high politics — they lived day to day, trying to eat and drink without worry.

A white‑haired, handsome young man in silver pants spoke up with a slur.

"You can't say that! The Marines are Justice! They're nothing like the Air Force, who flies peace flags but use pirates as Admirals!"

The drunkard only grew louder.

"Justice? They prey on merchant ships! What's the difference between them and pirates? I spit on their justice!"

His spit hit the ground right in front of a polished boot.

The man wearing it was a Marine General, his face grim.

"I didn't hear you clearly," the Marine General said coldly. "Say it again… to my face."

The tavern fell silent.

The drunkard, unafraid under the influence of drink, sneered and slurred back at him.

The Marine General calmly smiled, rolling up his sleeves.

"I like a stubborn one. Let's see how tough you are once my fist connects."

Moments later the tavern door burst open and the drunkard was thrown out, bruised, sprawled in the snow.

"Ouch… ouch…"

He groaned in pain, curled on the ground.

The Marine boot came down hard on him.

"The Marines' Justice isn't something trash like you can insult!"

Blood stained the snow as the drunkard spat crimson.

Before the blow fell again, a white‑haired youth holding an Image Den Den Mushi staggered out.

"Marine… that's enough. It shouldn't be life‑threatening, right?"

"An Image Den Den Mushi from the Sky Island Alliance?" the Marine General muttered, eyeing it warily.

In an age where news spread fast, this could become a problem.

"Hmph. Then I'll spare him. This is the consequence of insulting the Marines."

The Marine General walked away, leaving the drunkard unconscious in the snow.

"Jin, you alright?" the white‑haired youth asked softly once the general was gone.

Naval Colonel Vincent

Walking through the alley, Colonel Vincent's eyes burned with resentment as he replayed the drunkard's words.

"If Fleet Admiral Sakazuki had been in command at Marineford from the start, Whitebeard would've been wiped out. Old Sengoku couldn't uphold true Justice! The Marine's Justice is the only true force in this world!"

But that same night, Vincent's ideals of Justice were shattered at the hands of a superior Rear Admiral.
