"Given the gravity of the situation—Governor dead, suspects connected to the island, conflicting statements—we can't risk waiting for normal trial procedures." - Hyō

"We have hours. Get a judge's warrant immediately. If we delay, even for a single day, we risk them altering their stories, communicating with outside parties, or disappearing. If we move fast, they'll be in detention by tonight." - Hyō
