After having lunch with Hinata and the others, Kitazawa returned to the Hokage's office.
A Jonin Meeting was scheduled for tomorrow, and there was still a lot he needed to prepare.
On top of that, there was another important task: improving Edo Tensei.
He had already mastered Edo Tensei through the system, but the original technique had many flaws.
For example, if the reincarnated deceased also knew Edo Tensei, they could break free from the caster's control on their own.
Of course, there were methods to compensate for this.
By using White Zetsu as a vessel and adding Hashirama's cells, the caster could greatly strengthen their control over the reincarnated.

Too many things had happened lately; he had almost forgotten about this system mission.
With this, he had now master-level nature transformation for all seven Chakra releases.
Kitazawa subconsciously clenched his fist.
He didn't feel any particular change in his body.

Kitazawa raised an eyebrow.
"So it's just the qualification?"
He had thought he would be directly granted the Truth-Seeking Orbs.

The next day, 9:00 AM.
The conference room in the Hokage Building was already filled; all of Konoha's Jonin had arrived.
This was, after all, the first Jonin meeting since Kitazawa had become Hokage.

People like Fugaku and Hiashi were looking forward to it—

Even so, they still had no intention of retiring.

The door slid open, and Kitazawa walked in.
Behind him followed Nara Shikaku and Shizune.
"Hokage-sama."
Fugaku and the others stood up one after another to greet him.
"Please, sit."
Kitazawa replied with a faint smile.
After everyone took their seats, he swept his gaze across the room.
Among Konoha's upper ranks, only Hiruzen and Tsunade were absent.
That was understandable—they were both officially retired now.
"Then, the jonin meeting will begin."
Kitazawa spoke calmly, "First item on the agenda: the abolition of the Hokage advisor position."
The room instantly fell silent.
Everyone understood that a new Hokage meant new policies, but they hadn't expected his first move to be this drastic.
Since its creation, the Hokage advisor position had always held great power and influence, second only to the Hokage himself.
To suddenly abolish it left many of them stunned.
"It cannot be abolished!"
Koharu shot to her feet, blurting out the words.
"Hokage-sama, why abolish the Hokage Advisor position?"
Homura asked the question as soon as he could speak.
"Because Konoha no longer needs Hokage advisors. The Hokage Secretariat is already sufficient," Kitazawa replied calmly.
"The Hokage Advisor position has made outstanding contributions to Konoha over the years. It is not the same as the Hokage Secretariat," Homura said, his tone heavy.
"Once the Hokage Advisor position is abolished, it will be the same."
Kitazawa swept his gaze over them. "My patience is limited. I don't want to argue with you. Let's move directly to a vote."
A chill shot down the spines of Homura and Koharu.
For an instant, a dangerous killing intent brushed past them.
There was no need to guess—it was a warning from Kitazawa.
Their thoughts immediately went to the late Danzo.
Kitazawa was not Hiruzen; he really would kill them.
And more importantly, his strength surpassed even Hiruzen's, said to rival the former God of Shinobi, Hashirama Senju.
"I agree," Hiashi Hyuga said, raising his hand first.
"I also agree," Fugaku added, followed quickly by the others raising their hands in turn.
Kitazawa raised an eyebrow.
This certainly saved time.
He had originally intended to bring out a ballot box, but Hiashi and the others had gone straight to a show of hands.
Homura and Koharu opened their mouths, but in the end, they didn't dare speak.
"The second item: Kosuke Maruboshi will serve as Vice Principal of the Ninja Academy."
Seeing that the matter was settled, Kitazawa moved on without pause.
Fugaku and the others were slightly taken aback.
Kosuke Maruboshi becoming vice principal of the academy itself wasn't surprising.
Kitazawa had previously been the vice principal. After becoming Hokage, he had automatically taken on the role of principal as well.
With the vice principal's seat empty, someone naturally needed to fill it.
Originally, Hiruzen would have been the most suitable choice, since he was still teaching the Genius Class.
However, he was the Third Hokage and had already stepped down as principal of the academy.
All things considered, Kosuke Maruboshi became the logical choice for vice principal.
What truly surprised Fugaku and the others was that after abolishing the Hokage Advisor position, Kitazawa did not create any new positions, nor did he appoint a new head to the Secretariat.
This meant that the authority and status of Shikaku and Shizune would rise significantly.
And with no advisors to restrain him, Kitazawa would become the most powerful Hokage.
"The third item: establish an Engineering Department, to be headed by Hitashi Hyuga," Kitazawa continued, not giving them time to fully process the previous decision.
Hiashi froze for a moment, then his expression turned to barely contained excitement.
He didn't know what the Engineering Department would actually do, but with Hitashi in charge, it would essentially become a Hyuga-affiliated division.
Of course, that was an exaggeration.
After all, the Konoha Military Police Force was no longer entirely under Uchiha control.
But regardless, the Hyuga Clan would now have its own department within the village structure.
"Yes, Hokage-sama!"
Hitashi stood up, his voice filled with excitement.
Although his strength was decent, he wasn't among the top jonin.
Under normal circumstances, it would have been difficult for him to become a mid- or high-level official in Konoha.
Who would have thought that such a windfall would drop from the sky, allowing him to leap straight into the position of a department head?
Fugaku and the other clan heads, needless to say, were all secretly envious.
After today, the Hyuga Clan's power and standing in Konoha would rise dramatically.
"The Engineering Department will primarily research Engineering Ninjutsu," Kitazawa continued.
He then briefly explained the concept of engineering ninjutsu.
In simple terms, it was Ninjutsu applied to areas like the economy, production, and transportation.
For example, Earth Release could be used to build roads, and Wood Release could be used to construct houses.
Putting the Hyuga in charge was, of course, because of the Byakugan.
The Byakugan was like a natural measuring tool; in engineering work, it could eliminate countless problems before they appeared.
When Kitazawa finished, everyone exchanged looks.
For them, learning Ninjutsu had always been for combat.
They had never even heard of engineering ninjutsu before.
Even so, they weren't stupid. They could understand its potential uses.
But…was it really necessary for shinobi to serve the villagers like this?
"The fourth item: establish the Economic Department, to be temporarily headed by Uzumaki Rina," Kitazawa said after a brief pause.
The purpose of the Economic Department was to take over the jewelry shops, casinos, and other businesses in Konoha—more precisely, the ones he himself had founded.
In the future, if he brought the Land of Fire under his control, it could manage an even broader range of enterprises.
There was also the Akatsuki's water business and silver jewelry trade to consider.
The idea for this Economic Department had come to Kitazawa on the spur of the moment.
The most suitable person to oversee it would naturally be Kakuzu.
But he had already assigned Kakuzu as Deputy commander of Anbu.
That, however, was something he could change.
Kitazawa now planned to transfer Kakuzu to head the Economic Department and have Nagato lead Anbu.
At that point, Anbu could also be given supervisory authority.
In the original timeline, Nagato's plan had been his way of trying to use the Tailed Beasts to intimidate the world into peace.
In the future Kitazawa envisioned, Nagato could instead use Anbu to eradicate all factors that threatened the peace of the Ninja World.
"The other departments will remain as they are for the time being," Kitazawa said, pausing for a moment. "If you have any questions, you may ask."
The conference room fell into a heavy silence.
As shinobi, they found the creation of an engineering department and an economic department completely baffling.
But no one dared to raise an objection.
First, Kitazawa had just become Hokage; challenging him now was practically suicide.
On top of that, he was young and overwhelmingly strong. They couldn't outlast him, and they certainly couldn't defeat him, so they could only comply.
Most importantly, this didn't harm their immediate interests.
Second, there were already precedents: the Science Department and the Film and Television Department.
The Science Department had been established after Orochimaru's return.
Its main duties were researching various scientific ninja tools and developing new technologies.
The Film and Television Department had only recently been created.
Led by Kurenai, it produced movies and TV dramas.
Later, it had also taken charge of publishing newspapers.
Third, new departments meant new power.
Even if these two new branches didn't sound like something shinobi should be doing, the authority and influence that came with them were real.
Many clans and ninja were already thinking about joining these departments to gain the upper hand early.
"If there are no questions, the meeting is adjourned."
Kitazawa rose to his feet and said, "Hitashi Hyuga and Uzumaki Rina, come to my office."
Kitazawa left the Hokage meeting room, his cloak swaying behind him.
Seeing this, Hitashi and Rina quickly followed.
"Hitashi."
Once he stepped into the Hokage's office, Kitazawa casually pulled out a scroll.
Hitashi immediately stepped forward and accepted it with both hands.
"This is the plan I wrote for the engineering department. Just follow it," Kitazawa instructed.
For most shinobi, engineering ninjutsu was completely unfamiliar territory.
Drawing on knowledge from his previous life, Kitazawa had put together several concepts and ideas for Hitashi.
Strictly speaking, Konoha didn't urgently need engineering ninjutsu right now.
Its true purpose was to change the entire ninja world.
But preparation came first.
"Yes, Hokage-sama."
Hitashi let out a quiet breath of relief.
He had honestly had no idea what the Engineering Department was supposed to do.
With Kitazawa's scroll, he wouldn't be groping in the dark anymore.
More importantly, he could actually complete his work and avoid blame.
If he lost the position of engineering department head, the Hyuga Clan would definitely not forgive him.
"Rina, the Economic Department will be headed by Kakuzu," Kitazawa said, turning his gaze to Rina after Hitashi left. "But his identity is special, so it won't be made public for the time being."
He planned to wait until the Akatsuki Organization was fully incorporated into Konoha before officially revealing Kakuzu.
At that time, he would introduce Nagato, Konan, and the others as well.
If he exposed Kakuzu now, there was no way the people of Konoha would trust him.
After all, Kakuzu was a member of Akatsuki.
And Akatsuki was about to launch an attack on Konoha.
Only after Akatsuki was thoroughly defeated would it be easier for Kakuzu and the others to gain acceptance.
