After spending sometime in an excited state, he came back to his senses.
"You all did very well without my presence, I'm impressed."
He said with a smile on his face.
"It's our honor to be of service to you, my lord!"
Hui Teng went on his knees as he bowed his head.
Watching Aegon do the same as Hui Teng, Zhou Zhou was once again impressed by Hui Teng.
'His loyalty seems way more intense than the others.'
He thought.
"Aegon, go call Bai Yung and Zhang Xiang here."
Looking at the white haired Targaryen, he ordered.
"Yes, my lord."
Aegon bowed his head before rising to his feet.
After waiting for about 3 minutes, the commander of his army and his cavalryman stepped into his living room together with the dragon knight.
"My lord!"
The two soldiers bowed after arriving in front of Zhou Zhou.
"Have a seat."
Pointing at his couch, Zhou Zhou said to them.
Having their seats, Bai Yung, Zhang Xiang and Aegon, together with Hui Teng all waited for their lord to continue.
"The reason I called you all is because I want to discuss about the merit and demerit system of the military."
Zhou Zhou said while placing the bunch of papers he pulled from his spatial ring on the table in front of him and the soldiers.
"How was the contribution and reward done by the Aurora Kingdom's military?"
Looking up at Zhang Xiang, he asked him.
"The Aurora Kingdom rewards their soldiers based on their position within the military rather than their contribution itself."
"If your contributions are worthwhile, your position is likely to increase, thereby increasing your salary."
Zhang Xiang revealed.
"That's interesting."
Zhou Zhou said after hearing Zhang Xiang.
"What do you think, should we adopt the same approach? You're free to speak your mind."
Turning towards Bai Yung, he asked.
Shocked at his lord's words at first, Bai Yung suddenly remembered how free he was to him and his fellow soldiers.
Wiping the shocked expression off his face, he said.
"The military reward system of Aurora Kingdom might be effective at the early stages, but at the later stages when every position of authority has been occupied, it would be difficult to reward soldiers with enough contribution."
"Also, there would be difficulty in determining the value of each soldier's contribution."
"Some contributions might be downplayed and others overhyped because we don't have enough information."
Understanding Bai Yung's concerns, Zhou Zhou turned towards Hui Teng.
"Do you have something to add? I would prefer a solution or a better option, though?"
"Rather than using a single contribution to determine the position to be acquired, the contributions should be accumulated for a certain duration of time."
"The situations were certain contributions would be downplayed or overhyped wouldn't be a big issue".
"That's because no one would be so unlucky to have their contributions downplayed every single time and be so lucky to have their contributions overhyped every single time."
Hui Teng said with his eyes entirely filled with seriousness.
Nodding his head at Hui Teng's solution, Zhou Zhou looked towards Aegon.
"Got anything else to input?"
He asked.
"Hui Teng's suggestion would indeed cover the lapses Bai Yung pointed at, but it would all go to waste if the person behind the system gets greedy and corrupt."
Aegon Targaryen said as he gazed at his lord with his golden irises.
Raising his lips into a grin, Zhou Zhou said.
"I would love to see them try."
Nodding their heads, the soldiers in the room had smiles on their faces at the confidence exuded by their lord.
"The four of you are in charge of grading the value of every soldier's contribution and the position of power to be granted them."
"Aegon, you will hold on to the resources with your spatial ring and hand them over to Bai Yung to pay the soldiers' salaries."
Zhou Zhou said as he gave roles to his subjects.
"Yes, my lord."
Aegon nodded, accepting the task.
"You and Zhang Xiang can leave. Inform Elder Zhao, Qin Guang, Carter Jim, Bao Xiu'er, Elder Miriam, Zhu Yinglun, Wu Tu and Ashburn Hall that I need their presence in my courtyard."
Zhou Zhou said to Aegon.
Bowing to their lord, the dragon knight and the cavalryman left the room.
"A leadership meeting, my lord?"
Bai Yung asked after hearing the names of individuals called.
"Yes. It's time to take care of the economy of our city."
Zhou Zhou answered as he waited for those he sent for to arrive.
"Everyone is here. We can now begin."
After ten minutes, he said to the ten subjects in front of him.
"Some of you might've only spent a day or two in the city, but your commitment to furthering the development of this city is very commendable."
"As lord of the city, I want to say thank you."
Cupping his hands in front of him, he bowed his head to his subjects.
"My lord, it's our duty and our honor to be a part of the development of such a wonderful city."
Elder Miriam, the leading doctor in the city, said to Zhou Zhou.
The other leaders of each profession in the city said more noble words of loyalty and honor to express their allegiance to their lord.
"That's good. Going forward, the services of the citizens of the city would be rewarded with mist cores, and anyone else in need of such services would have to pay with mist cores."
Zhou Zhou said, revealing his plan for the future to his subjects.
"That's a good implementation, my lord. It would reduce the stress you'll have to go through to meet up the needs of every one of us."
Elder Zhao said.
"I didn't do it to be free, but to give freedom to you all to get whatever you need at any time."
"I might go for a long journey in the future and you all won't be able to communicate with me, don't tell me you'll come looking for me?"
Zhou Zhou said with a smile, causing the others to smile.
"My lord, can you assist us in reconnecting with our past friends that will bring benefit to our city."
"I have a friend that supplies materials to me in the past, she would be of great help in assisting me make enough clothes for everyone."
Bao Xiu'er said to Zhou Zhou.
"That would indeed help a lot. Everyone, if you have a friend or close one that isn't very far from our territory, make preparations to meet up with them after we deal with the test coming up the day after tomorrow."
Zhou Zhou nodded at Bao Xiu'er before saying to the others.
Seeing that they understood, he continued.
"Next, I will establish an organization that would handle the financing of the respective professions, the infrastructure and other sectors of the city."
"It would be called blazing city reserve and would be headed by Bao Xiu'er."
Bringing his gaze to Bao Xiu'er, he said.
"I'll discuss the operations of the reserve with you later."
"It's an honor to be of service to you, my lord."
Bao Xiu'er said with a smile.
Nodding, Zhou Zhou looked at Hui Teng.
"You're my vice from today, making you the vice lord of this city."
Bringing a shocked expression on the faces of his subjects, he said.
After five seconds of silence, a thud echoed out in the living room.
"My life is for your service, my lord!"
His head, hands and knees on the ground, Hui Teng swore an oath while kowtowing.
"Get up."
Looking at Hui Teng, Zhou Zhou couldn't be impressed enough.
Rising to his feet, the fanatic looked at his lord.
"After now, you will meet up with Bao Xiu'er to get the finances needed to pay for the services of the citizens."
"You will also be in charge of inspecting the sectors in the city and making sure everything is in order."
"I will need to brief at least once every week. But don't forget, you're still a soldier."
Looking at one of his earliest subject, Zhou Zhou said to him.
"I won't forget, my lord."
Hui Teng said earnestly.
