Yes, World Consciousness, but not the true World Consciousness. It gives off a feeling much like Xue Dili, as if it's a mechanical entity possessing the authority and abilities of World Consciousness?
Forgive Xue Dili for using this adjective to describe it. He has engaged deeply with various World Consciousnesses more than once. So-called World Consciousness is the embodiment of a planet's authority as a unified entity.
If a world lacks creatures capable of thought, then the embodiment of planetary authority lacks the ability to think. In this case, they are not "World Consciousness," merely a Dead Star.
But this world has living creatures; World Consciousness, therefore, only possesses authority without consciousness.
