It does not refer to the entire north, but specifically the northeastern territory.
After the Celestial Master Army swept through the Northern Land, initially treating the common people well, its power gradually grew unrestrained, coupled with the indulgence from the higher-ups, leading to the Celestial Master Army not governing the Northern Land at all.
