Chinya and Shisui Uchiha sat on chairs, facing fifty ninjas standing before them.
Thirty Root Division ninjas and twenty Anbu ninjas.
Chinya spoke unhurriedly, "Deputy Captain, it's time we divided them into groups and assigned patrol duties around Konoha. What do you think?"
Shisui Uchiha replied immediately, "Since there are exactly fifty people, let's split them into ten groups—five members per group, alternating shifts for patrols in Konoha. What do you think, Chinya?"
Chinya gave a faint smile. "Since we're part of the Konoha Defense Unit, let's stick to formal titles—Deputy Captain."

Still, he said, "Understood, Captain."
Chinya continued, "Your suggestion about grouping is quite good. I agree with it."
Shisui looked at Chinya with some surprise.

Shisui knew well that if they did appoint squad leaders, most of those ten squad positions would inevitably go to Chinya's Root ninja.
Unfortunately, there was no comparison between Minato Namikaze's Anbu forces and Chinya's Root Division operatives.
If squad leaders were established now, not only would he fall under Chinya's control, but all these Anbu ninja would be dominated by Root as well.

Danzo sneered coldly, "Minato Namikaze is still too inexperienced to think putting a hot-headed kid like Shisui as vice commander could actually control you... What a fantasy! Even Fugaku Uchiha would just barely be worthy of that position."
Chinya addressed Danzo respectfully, "Lord Danzo, what follows might require your assistance."
Danzo nodded, "Speak freely."
Chinya proposed, "From now on, when our men conduct patrols, please have your agents provoke those Uchiha ninja, intentionally inciting their anger, giving us reasons to arrest them. Naturally, we must ensure no evidence traces back to us being deliberate.
I believe if ordinary villagers started badmouthing the Uchiha Clan, those Uchiha ninjas wouldn't be able to just stand by and do nothing. Even if they merely defend themselves, we could still arrest them based on suspected criminal tendencies."
