To grant a Quirk, he needed to mentally arrange Spirit Particles within a lifeform, letting them interact with its own Spirit Particles. This interaction then became the Quirk of lifeform.
That's why there was a Contact Time related to Bioalchemy.
Luke needed to touch the lifeform for a set amount of time while he arranged these Spirit Particles.
A mediocre work at this stage and a lack of knowledge about the lifeform's biology would instantly make the lifeform explode in a mass of blood and filth.

The same was true for the Quirk to be granted through Bioalchemy as well.
Despite the theoretically unlimited varieties of Quirks he could bestow upon a lifeform, he preferred storing those Quirks beforehand instead of granting them as per the situation.
With so many Complexities of Quirks, Luke had always liked storing different, versatile Quirks that he could use in a plethora of unknown situations.
However, sometimes, these situations became too demanding and cruel — just like Dabi's sudden appearance.
Thus, coming up with something entirely new and over the top, instantly, would take lots of time.
That left Luke a much shorter group of Quirks he was already proficient in.
The very first one was Descorrer.
It would transfer the entire attack to some different point in space. However, the portal opened by Descorrer, even after raising its Complexity to Plus Ultra, wouldn't nearly be enough to contain even half the attack.
That half the attack would kill everyone, including Nyx, Luke, and others, incinerating them to ashes, if not destroy the entire Tower.
So, Descorrer was out of the option.
Most of the Quirks Luke thought that could work against White Jet Burn were related to space. However, he hadn't nearly practiced enough to know if they would actually be able to contain the entire thing.
There was one Quirk, though. A Quirk he had practiced many times in his previous life, as demanded by his profession.
Absolute Zero!
Cryo Storage was one of the most advanced and necessary methods for the Scientists.
It was especially so for Scientists like Luke, who had researched on a cellular level almost daily.
The Cryo Quirk he had used in his previous life had never gone beyond even Moderate Complexity, perhaps. Not only did it pose danger to the lifeform using the Quirk, but it could also go out of control, damaging others nearby as well.
Still, as Dr. Blessed felt himself burning, he knew he had no other choice.

With each flutter of wings that took her up, Nyx felt like she could freeze fate itself.
Suddenly, she realized why these feelings were so terrifying — because she felt like a God.
Even if it would last for a moment, Nyx was perhaps the most powerful Quirk user in the entire World.
So, grinning ear to ear and laughing out her lungs, she slammed into the pillar of fiery whiteness, freezing the space itself.

With a hiss, the plasma-like fire froze in the space.
The entire Plus Ultra Quirk had been directed toward the incoming attack.
Even then, Absolute Zero covered the I-Island below Nyx in a thin sheet of coarse ice… its effect surpassing the Island's boundary and going to the sea.
Nothing remained liquid within a mile radius for a moment.
Of course, even now, there were some who had survived getting frozen.
With a strange turn of fate, the sudden drop in temperature had worked out in Dabi's favor.
First, he had used the Flashfire Fist with a mind to lose his hand altogether. Such a pure plasma-like attack had all but incinerated his entire arm. But that would have been a small price to pay to kill All Might.
As his body gained a thick cover of ice, though, his hand miraculously survived that fate.
Second, the Quirk Amplification Device, on the brink of exploding because of heating up, survived as well.
Then, with a brilliant blue flash, Dabi burned the ice from within, releasing himself from the prison with a shock on his face.
On the other hand, knowing what kind of Quirk Dabi possessed, Luke had already covered his body in a mass of flames.
The moment he sensed Dabi coming out of the ice prison, he used Flaming Jump to teleport right next to him, using the Villain's own flames against him.
"You are…" Dabi's eyes went wide as he finally realized what kind of enemy he was dealing with.
Of course, he couldn't finish naming Dr. Blessed.
Still covered in patches of ice, and barely able to even move, Luke pulled back his hand and punched with all his power.
A CRACK resounded as Dabi's jaw shattered, an unconscious, burned David slipping off from his shoulder.
Luke reached out to grab the Device as well, no matter how slowly.
But before he could do that, with a booming flash, white flames came out of Dabi's feet as he ran away instantly, leaving behind a jet-like trail.
