More people passed the first screening than Lucien expected.

Passing the Resonance Profile did not mean someone could be incarnated.
It only meant they had cleared the first gate.
A person could have a stable soul and still be incompatible with every small world Lucien needed to reach. A person could tolerate memory seals but fail world acceptance. A person could resist corruption but reject Primordial Slime authority. A person could be brave, loyal, talented, and completely wrong for the road.
