He didn't plan to summon any more cards because Metamorphosed Insect Queen's other effect allows it to attack again by Tributing one Insect-Type monster on the field. So, playing a card would just be sending it to its doom, and it couldn't directly attack him anyway.
"Wait! Tee hee! During your End Phase, I can Special Summon another Insect Token." Weevil Underwood seemed to taste victory.
"Does You Feng really have no way out?" TĂ©a Gardner was full of worry.

During the Battle Phase, you cannot set cards or actively activate monster effects; only triggered effects can be activated. As for this Nightmare difficulty, I think it wouldn't be good without it.
