The Dragon Empress II
The first parliament of the Eastern Empire was held in the great hall of the newly rebuilt pyramid of Meereen. The chamber had been stripped of the masters' decadence and rebuilt for function. Long rows of benches faced the central platform where the Empress sat. The banners of Astapor, Yunkai, Meereen, and Vaes Dothrak hung side by side for the first time in history. At the head of the chamber, Daenerys Stormborn Targaryen presided as chief speaker, her authority clear and uncontested.
Representatives had been chosen quickly. Astapor sent its freed captains of the Unsullied. Yunkai sent former slaves who had risen as leaders among the people. Meereen's seats were filled by craftsmen, scribes, and healers. Vaes Dothrak sent respected elders and bloodriders. They were not nobles. They were not masters. They were the first to sit in this new parliament as free men and women of a united land.
Daenerys called the session to order. The first agenda was the creation of a temporary constitution to govern the Eastern Empire for three years until proper elections and appointments could be organized. The constitution would be divided into three sections: basic rights, basic duties, and basic laws.
Basic Rights…
The first declaration was the right of freedom. Daenerys made it plain. There would be no slavery in the Eastern Empire. No man, woman, or child could be owned, bought, or sold. Chains were forbidden.
The second right was the right of knowledge. Every child, regardless of birth, would be granted the chance to learn to read, write, and study. Schools would be built in every city, financed by state coffers seized from the masters.
The third right was human rights: the right to food, the right to basic healthcare, and the right to fair justice. Hunger, untreated illness, and arbitrary punishment would not be permitted inside the empire.
When these rights were read out loud, the chamber remained silent at first, the words too heavy and too new. Then the hall filled with the sound of voices, representatives from all four regions speaking their approval.
Basic Duties…
The second part of the constitution laid out the duties of every citizen.
The first duty was loyalty to the Eastern Empire. All men and women within its borders were bound to the empire above local allegiances.
The second duty was respect for the rights of others. Every citizen was to honor the freedoms of those around them. Breaking these rights would be treated as breaking the peace of the realm.
The third duty was contribution. Every citizen would be expected to contribute to the progress of the empire. Whether through work, service, or knowledge, idleness at the expense of others would not be tolerated.
The representatives from Vaes Dothrak raised the question of whether nomadic Dothraki were bound to these duties as strictly as city dwellers. Daenerys answered simply: "Every rider who calls himself free under my banner is bound as much as the man who tills fields." With this, the duties were approved.
Basic Laws, the third and longest part of the constitution, established the structure of the state.
The empire would be divided into three branches: military, judiciary, and civil.
The military branch would remain under the Empress. Daenerys herself would have absolute authority over all armies, the diplomatic corps, and the finance required to sustain them. Her responsibility was the protection of the empire from external threats and the management of foreign relations.
The judiciary branch would be governed by five elders. These elders would not yet be chosen. Their offices would be filled after the first temporary term by vote. Each elder would serve for five years. Together, they would control the justice system, the courts, and the police forces. Their role would be to ensure laws were upheld fairly and without bias.
The civil branch would be structured as a democratic assembly. Its members would be chosen by election at the end of the first temporary term. Until then, the Empress would appoint capable individuals to manage administration, trade, agriculture, and civil works. Their authority would be limited. They could govern daily life but not interfere in military or judiciary matters.
It was agreed that the first temporary term would last three years. During this time, Daenerys would select all chiefs of each department based on ability and merit. Afterward, the people would vote.
During the discussion, further points were added.
No taxes would be levied on basic food or water.
Coins seized from the masters' coffers would serve as the first treasury.
Lands once owned by the masters would be redistributed to farmers and laborers.
Hospitals would be established in each city, starting with Meereen.
The Unsullied would serve as the empire's standing army. Dothraki would remain as mobile cavalry. Both forces would be bound under one banner.
The Great Pyramid would remain the seat of government. Parliament would meet there twice every moon.
The Role of the Empress was adjusted for the temporary term.
It was then clarified that Daenerys, as Empress, was not only the commander of the military but also the guarantor of rights and duties. She held the power to overrule the civil branch if its actions threatened freedom. She did not place herself above the law but bound herself to defend it.
When asked by a representative from Astapor how her rule would be checked in the future, she answered plainly: "When the elders are chosen, when the civil assembly is elected, my decisions will be bound by their counsel. Until then, my word will be law. But I will not break the freedoms I have sworn to give you."
The constitution was read again from beginning to end. No representative objected. The document was sealed with the sigil of the dragon. It became the first constitution of the Eastern Empire.
The chamber erupted into applause. Freedmen who had once been whipped for speaking now raised their voices in agreement. Dothraki riders who had never sat in a hall of stone now nodded in respect. The new empire had law, order, and structure.
The parliament ended with the declaration that the Eastern Empire was born not only through conquest but also through foundation. Its laws would stand as the spine of its power.
Outside, the crowds still celebrated. Bells rang, banners flew, and the streets of Meereen remained alive with music and dancing. But inside the Great Pyramid, the real birth of the empire had taken place.
For the first time in history, Astapor, Yunkai, Meereen, and Vaes Dothrak sat as one under a single system. The day ended with Daenerys standing at the head of the chamber, not as a conqueror, but as the first Empress of the Eastern Empire, presiding over law, duty, and freedom.
