-------------------------

After Yang Xiong ascended to godhood, he no longer involved himself in the affairs of the Douluo Federation. The basic framework of the federation had already been established. The divide between soul masters and ordinary people was no longer as stark as it once was, and ordinary people began to gradually enter the political system of the Douluo Federation. Though they were weaker and had shorter lifespans compared to soul masters, among the vast population, talented individuals skilled in management or academics would inevitably emerge.

Since its establishment, the boundaries between soul masters and ordinary people within the Douluo Federation had significantly diminished. The federation placed a strong emphasis on education. In addition to the Awakening Department arranging for soul masters to awaken martial souls for everyone on the continent, various levels of academies were also established.

These included academies suited for ordinary people as well as specialized soul master academies. The state heavily funded education, making it one of the largest expenditures in the nation.

Lin Gong, originally one of the elders of the Body Sect, had a deep passion for education. In addition to serving as the principal of the Body Academy, he also took on the role of Minister of Education for the Douluo Federation.

Lin Gong was not only powerful and experienced but also had strong backing, giving him significant influence within the Douluo Federation—enough that even Ning Fengzhi could not afford to overlook him.

The Douluo Federation not only established the Federal Advanced Soul Master Academy but also built numerous ordinary academies. Every child in the federation was required to begin schooling at the age of six, ensuring even the most remote farmer's children had access to education.

Lin Gong personally oversaw these efforts, traveling extensively across the Douluo Federation. He supervised educational initiatives and even ventured into remote areas to encourage narrow-minded farmers to send their children to school.

Many high-ranking officials in the Douluo Federation were puzzled by Lin Gong's actions, believing the federation's investment in education was excessive. With billions of people in the federation, achieving universal education would require massive resources just for building schools and training teachers.

However, Lin Gong remained unmoved, citing Yang Xiong's vision for universal education. After that, no one in the federation dared to oppose him.

Lin Gong also placed great importance on the education of soul masters. Since the abolition of nobility across the Douluo continent, all advanced soul master academies underwent reforms. Those academies that previously only admitted nobles were now required to accept commoners as well. In addition to teaching soul master knowledge, students were also required to follow the Ministry of Education's curriculum, which included learning the laws of the Douluo Federation. Teachers loyal to the federation were also assigned to these institutions.

Beyond the original advanced soul master academies, the Douluo Federation established many new ones, most of which were based on the former Spirit Hall soul master academies. The government directly appointed personnel to oversee educational matters.

Through Lin Gong's series of measures, the educational system of the Douluo Federation developed rapidly. Many ordinary children gained access to learning opportunities and glimpsed a broader world. Farmers' children were no longer destined to remain farmers forever.

In just a few decades, the Douluo continent underwent tremendous changes. Ordinary people were given opportunities, and even those without awakened martial souls could rise to high-ranking positions in the Douluo Federation if they excelled academically and demonstrated ability. Learning truly became a means to change one's fate.

Lin Gong attained a status far beyond that of ordinary people across the Douluo continent. In the eyes of the common folk, he was revered almost like a deity.

Compared to the Ministry of Education, other industries also underwent significant transformations.

Ning Fengzhi, the leader of the Seven Treasures Glazed Tile Sect, proved his extraordinary foresight. As the Grand Commander of the Douluo Federation, he fully understood the continent's shortcomings and grasped Yang Xiong's intentions.

All soul masters who participated in the war were now under the rule of the Douluo Federation and had to follow its decisions.

For example, all plant-type soul masters, aside from their previous combat roles, were reassigned to the Ministry of Agriculture. Their focus shifted to cultivating crops and researching new varieties, aiming to improve the livelihood of the people.

Flight-type and healing-type soul masters received particular attention. Flight-type soul masters were responsible for transmitting information across the federation, while healing-type soul masters established hospitals throughout the continent, significantly improving medical conditions.

The most critical department was the Construction Department led by Niu Gao. All power-type soul masters in Jialing Pass became members of this department. Even the millions of soldiers shed their armor and joined the construction efforts.

Within just a month, Jialing Pass underwent a dramatic transformation. A massive city spanning dozens of kilometers had been constructed, with Jialing City becoming the true core of the Douluo Federation.

After completing the city, millions of construction workers moved on to the ambitious project of building the Great Star Dou Forest isolation wall. Though the outer perimeter of the forest stretched thousands of kilometers, the presence of millions of workers, including over ten thousand soul masters, ensured rapid progress.

Beyond the Great Star Dou Forest, nearly all spirit beast forests across the Douluo Federation were enclosed by walls. This ensured the independence of the spirit beast forests while reducing harm to ordinary people caused by spirit beasts.

This was the largest construction project in the history of the Douluo continent. Spanning fifty years, over one hundred thousand kilometers of walls were built, even isolating the frozen forests of the Extreme North.

From above, the walls resembled several colossal dragons lying across the continent.

Of course, the most crucial aspect of all was the treaty signed between humans and the spirit beast race. On the human side, Yang Xiong, Qian Renxue, Ning Fengzhi, and Jin E Douluo led negotiations, while the spirit beast race was represented by the Silver Dragon King, Di Tian, Xiong Jun, and Bi Ji. The treaty prohibited large-scale wars and indiscriminate killings, forbade crossing the isolation walls without special circumstances, and imposed strict regulations on interactions.

If human soul masters needed soul rings, they could enter spirit beast forests with tokens recognized by both sides. However, they were prohibited from wantonly slaughtering spirit beasts, destroying forests, or using large-scale attack skills within the forests.

After signing the treaty, Di Tian and Bi Ji personally accompanied Niu Gao to visit various spirit beast forests, seeking out the dominant spirits and leaders of different spirit beast races to ensure their compliance with the treaty.

Though many spirit beasts were exceptionally powerful and hostile toward humans, under Di Tian's overwhelming strength and Bi Ji's revered status among spirit beasts, even the strongest spirit beasts had no choice but to reluctantly submit. They were forced to restrain their subordinates from crossing the isolation walls.

Thus, humans and spirit beasts entered a period of peace. At the very least, large-scale conflicts were avoided. While obtaining soul rings still carried risks for humans, the spirit beast race no longer faced mass slaughter, and the forests were protected from degradation.

Both sides were satisfied with the treaty. Even Xiong Jun, known for his ferocity and hostility toward humans, felt unprecedented excitement, sensing an opportunity for his species' growth.

Qian Renxue remained the ruler of Spirit Hall City and a symbol of faith in the soul master world. Spirit Hall City now represented justice and law, serving as the Supreme Court of the Douluo Federation. In addition to the original Angel Legion soul masters, many others joined the enforcement teams.

The enforcement teams were responsible for more than just trials—they eliminated all evil soul masters across the Douluo continent, including those who acted recklessly or caused harm.

Even the most powerful sects had to abide by the rules of the soul master world and the laws of the Douluo Federation. Violators were labeled as rebels and sanctioned accordingly, with the Angel Legion deployed when necessary.

…

Within the Body Sect, after Yang Xiong ascended to godhood, he lived like an ordinary person. He either traveled with Ning Rongrong or studied higher realms of cultivation.

Through his research, Yang Xiong used his Creation power to form a small world. This world was based on the rotation of the five elements, resembling an entirely new planet or an isolated space.

Yang Xiong paid little attention to the development of the Body Sect. Aside from leaving behind life-saving contingencies for the Body Sect and the Seven Treasures Glazed Tile Sect, he refrained from interfering in any matters.

According to Yang Xiong's plans, the Body Sect had already established various training environments and recruited many students with Body-type martial souls from across the Douluo continent. Given enough time, new experts would naturally emerge.

The Deep Sea Demon Whale King had been resurrected, and even his wife and Lan Fozi came to the Body Sect. The moat outside the sect became their domain. They served as the sect's guardian deities and were also revered as elder members.

Yang Xiong made arrangements for the elders who had followed him from the beginning, his two teachers, and the companions who had stayed by his side.

Feng Xiaotian, Ning Rongrong, and Oscar all possessed the potential to ascend to godhood. Jian Gu Douluo had reached an exceptionally high level of cultivation, and even Yang Wudi and Niu Gao, despite their relatively limited talent, still had room for further advancement and the potential to ascend.

While the Douluo world's rules suppressed cultivation, limiting the increase in lifespan and soul power, Yang Xiong's small world offered unprecedented opportunities.

This small world was modeled after the Douluo world and the God Realm, featuring a complete cultivation system. Advancement did not require acquiring soul rings. Though still barren, it was gradually becoming more refined.

Yang Xiong transplanted some creatures into the small world, where they could grow according to its rules, forming an entirely new cultivation system.

This system bore similarities to traditional fantasy worlds while maintaining connections to the Douluo world. Before reaching Soul Sage, practitioners were in the Qi Refining stage. Between Soul Sage and Title Douluo was the Foundation Establishment stage. Upon reaching Title Douluo, soul power transformed into a soul core, marking the Gold Core stage. At the Limit Douluo level, practitioners began condensing their nascent souls, and breaking through to level 100 marked the Deification stage.

Yang Xiong granted his closest companions the opportunity to train in his small world. There, they could tap into the essence of the world, making it easier to break through their limits.

For individuals like Jian Gu Douluo and Yang Wudi, who had already reached bottlenecks in their cultivation, further progress in the Douluo world was extremely limited. Entering Yang Xiong's small world might provide them with the chance to ascend to godhood.
