Chapter 236 - The Capital Does Not Consent

"The grand granite expanse of the High Court Plaza is completely submerged beneath a roaring sea of three million human beings," Alderman Torren-Miller observed, looking down from the white marble balustrade at the surging crowd carrying blue and silver Citadel banners.

"All twenty municipal ward assemblies of the metropolitan zone have convened simultaneously without a single summons from the Directorate," Councilwoman Melissa reported, holding the leather-bound book of civic petitions.

"Every factory shift, hospital staff, farming commune, and merchant collective has sent elected delegates to declare their unconditional withdrawal from military rule," Melissa added, her voice trembling with historic gravity.

"For seventy years, the Directorate claimed that the capital consented to their martial decrees, using staged parades and state-run news reels to manufacture our obedience," Chief Justice Tor-Kael spoke, his silver judicial robes catching the bright midday sun.
