The First Citadel moved before Kendra could reach the gym wall. Its foundation lifted by uneven inches, tearing grass from the lawn and opening a gray seam under the classrooms where civilians had slept since the school dungeon first trapped them.
The Surveyor did not call the building destroyed. It called the building unoccupied government property, which let District Eight treat every person inside as something temporarily present rather than someone with a right to remain.
Kendra drove a barrier spike into the sports field. The spike held one side of the foundation to the original ground, but the opposite side continued rising toward the Territory Registry's gray line.
"I need witnesses at every occupied wing," she said over the channel. "Not a speech. People who can point to their work, rooms, and current routes when the registry asks."
