Somewhere in the Land of Lightning. There was the village of Kumogakure. The fourth Raikage A was sitting on his couch with his usual scowl when there was a sudden knock at his door.
"Come in" he said, his voice radiating with aged leadership.
A young woman then entered the room. She had fair skin, blue eyes and blonde hair that reached her shoulders. Her face didn't reveal any emotion as she spoke.
"Raikage sama we've received word that the bandit group has gotten our message. Along with documentation that has all current information about them"
She says walking over to his couch and giving him the document.
The Raikage hummed to himself as he began flipping through pages. Skipping over the things he already knew about them, and going straight to newer information.
"They're quite the capable bunch aren't they." A said rubbing his beard looking at the paper agitated.
"They've been stated to somehow always have explosive tags. And when they do take base it was stated their camp is always huge in size so they also have storage seals and a lot of them as well."
Shuffling the papers more the Raikage eyebrow rose then looked at the woman and spoke.
"Mabui, is this not the most recent information we have of them? I don't see any information about their fuinjutsu user."
The now named Mabui spoke in her usual monotone voice.
"Yes Raikage sama this is the most recent information. It seems the existence of their fuinjutsu user is still unknown to us or any other village they've encountered."
"And what other village would that be?"
"Only Yugakure Raikage sama."
"And have they killed any one of them?"
"No, it's always stated any run in they have with Shinobi they don't kill them."
A huffed to himself and threw to the papers to the side of him and began leaning back.
"That explains why they haven't been hunted down yet."
Mabui began to walk to the document and took the papers and spoke.
"Yes, they are very peculiar. They only ambush other bandits for supplies and never small villages. It's even been stated there are some that welcomes they're presence."
She sighed.
"They're not a threat to civilians or Shinobis. But they're numbers and strength are concerning. From what we know that entire camp holds a total of thirty four troops with four leaders. Three commanding them in different troops and one who's in charge of them all. They're not just ordinary bandits they're basically"
"A small militia" A said cutting her off.
Mabui nodded.
Humming to himself A told her to continue.
"Talking about the leaders I think we should start off with the most known one. His name is Pakku, he carries two serrated katanas and is known to use wind release. The only jutsu he's been seen using are Gust Blade and Great Breakthrough."
"Is that it?" A asked, sounding disappointed.
Mabui nodded and continued.
"He's mainly known due to his aggressive and sporadic nature. He commands a squad of 20 and every single one can use Fire Ball jutsu."
"That's problematic." A said with a scowl "20 people using Fire Ball jutsu and a leader who can enhance they're flames. It's a wonder how they've gone under the radar for this long."
Mabui continued.
"Next is Jubbo. A man of big stature he's known to have a squad of 5 men. From what we've been able to gather they're role are essentially to be shields. They've been seen using Mud Wall and Rock Shelter.
"Last we have Hina. She's the healer of the camp. She has two other helpers helping her, and they only know the mystical palm technique."
"What about the last three?" A asked
"We've just found out about them. They're three brothers who are capable of using Hiden mole jutsu."
A stood up from his couch and began walking towards his window with his arms crossed.
"So, a small matltia of thirty three. They have a fuinjutsu user supplying them with explosive tags, and probably many other things. An attack squad, defense, and lastly healers. And as for the leader controlling it all is Karai."
The name hung in the air for a moment. The name that started it all. Hearing stories about a woman with two hatches who's proficient in lightning release and her actions of helping civilians made her name spread wide, slowly but surly.
"Mabui" A called out.
"Yes Raikage sama."
"Something I never bothered to ask or know is if they have a name for this little group."
"They do sir."
"And what is it?"
"They call themselves Storm Talons."
A smiled to himself and spoke. "Cute"
