It's unclear whether she is unwilling to interfere, or if some unknown change has occurred in the World of the Dead, causing the Goddess to refrain from intervening. At the very least, the emergence of the Thought Community was an unexpected event for Mohe.
There are often such moments when you discover something surprising, but upon careful reflection, it seems quite reasonable.
