Because, before reaching the late stage of Qi Cultivation, the Spiritual Power in the Dantian is not full. After reaching the late stage, it's a process of condensing Spiritual Power and converting it into Spiritual Essence to achieve Foundation Establishment.
Therefore, after the Dantian is damaged, one's cultivation will regress to the first layer of Qi Cultivation, and before recovery, it can only be restored to the fourth layer.
