That is, the city centers in many cities are rather chaotic.
There are many reasons for this, such as white-flight.
That is, whites fleeing the city center.
With whites gone, who would live there?
The answer is obvious.
Moreover, in these old neighborhoods, rents are usually particularly cheap.
Cheap rent seems like a good thing, no doubt.
But if it's too cheap, it leads to a problem.
No property management.
If the rent is too low, there's no money to be made.
Naturally, no property management company wants to provide services.
