Do not underestimate them; not every city in All America has one.
There are only 21 branches, in 21 cities.
And the San Diego DEA is a very important branch.
The reason is simple, it is the front line of drug enforcement in the United States.
Doyle knew this person; he was called Hank North.
His position was Deputy Captain of the San Diego Rapid Response Team.
From a rank perspective, he and Doyle were about the same.
