Once inside, Sarutobi looked at her for a few seconds before speaking.
"I heard you want to become a jonin. That is not so easy"
"I have the strength," Kushina replied quickly.
"It is not about strength. A jonin must not only be strong, they must have many other qualities such as leadership and critical thinking in battle, but above all experience. You have barely gone outside the village outskirts, becoming a jonin is impossible"

"However," Hiruzen interrupted her, "I offer you this. Here is an A rank mission, protect a caravan that moves along the borders between the Land of Fire and the Land of Wind.

Thus Tetsumaru guided Kushina through the carriages. Around five carriages carrying precious minerals, Ida had two dozen guards, all chuunin level ninjas.
Seeing such a deployment, Kushina understood why Ida greeted her with so much respect. Clearly this mission was high level. With so many chuunin protecting him, with strength of that level, and yet the Hokage chose Kushina as the mission leader, that said a lot about her strength even without her doing anything.
However, Kushina saw more than that. All the chuunin present were actually only recently promoted. Of course, that does not automatically make them weaker, but it shows that Konoha does not actually give this mission as much importance as it seems.
After the introductions, the caravan departed.

Kushina simply sat on top of the roof of one of the wagons, sensing everything around her.
