They were merely a temporary alliance; what would they need to develop for?

Nash didn't want just a temporary alliance, but a cohesive one that he could use. The development fund would serve that purpose.

They could see that Nash was after long-term stability. Thinking of the dangers they might face in the future, it wasn't bad to have such a fund for the alliance.
