The elders of the clan soon arrived, though several of them—particularly those from the conservative faction—appeared uneasy. They had already anticipated that Fugaku might stir the waters at this clan assembly.

Their unease deepened when they noticed Uchiha Yan seated not far away.

They could handle Fugaku's formal approach to reform, but what truly unsettled them was the possibility of Yan causing trouble.

Yan didn't respond—he just kept walking closer. The elders' hearts started to race.

They had no desire to fall victim to a genjutsu in front of the whole clan.

Among the younger generation, Yan and Shisui were notorious for their mastery of illusions.

The older elders didn't stand a chance if he used such a technique.

They hadn't forgotten what happened to the so-called "dove" elder who had opposed the current leadership.

That poor man wasn't just branded a traitor—he'd been humiliated so thoroughly that he withdrew from public life altogether.

Watching Yan approach expressionless, the elders panicked.

The atmosphere turned electric.

Many clan members perked up with intrigue, as if watching a live play.

The hardliners' expressions turned even more sour.

"I, Uchiha Yan, have dragged my sick body through rain and sun, running around trying to stabilize the clan's position within the village!"

"I've begged every possible favor, every influential figure, just to reduce hostility toward our clan and prevent future conflict."

"But what about you? You cling to your positions, resisting any reform for the sake of power!"

Yan's accusations exploded like a thrown kunai, piercing straight through the elders' composure.

"Is that true?"

"I didn't hear anything like that!"

"Then you're out of the loop. Of course it wasn't publicly discussed—it was under negotiation! But the elders opposed it for their own interests. Disgraceful."

"Absolutely disgraceful!"

Hearing Yan's speech, uninformed clan members began murmuring among themselves.

Several of the younger ninja—especially those attending the clan meeting for the first time—started throwing resentful glances toward the elders.

"You… you're spouting nonsense!" one elder blurted, seething.

The Great Elder's voice caught in his throat.

He couldn't deny it without being called out by Fugaku or others for lying.

But if he admitted it, it would confirm his political motivations and tarnish his standing.

A no-win situation.

More clan members murmured their discontent.

Seeing the tension reach a peak, Fugaku finally spoke.

"Yan, calm yourself. I believe the elders had the clan's welfare in mind. Perhaps they feared that sudden reform might destabilize the Police Force."

"Ah—yes, exactly!" the Great Elder seized the opening. "We simply feared unintended consequences, nothing more."

Crisis averted—for the moment.

But then Fugaku pulled out a scroll.

"I anticipated this. So I conducted a private survey among the Police Force's squad captains. This is the report I received."

The Great Elder blinked. There was such a report?

He turned and glared at the hardliners in the force.

They looked down in shame.

When Fugaku had approached them, they'd been too cowardly to voice dissent and promised not to reveal anything.

They had said nothing to their elders.

Now Fugaku had gone public with it.

And Yan's speech had already turned public opinion.

"The current system in the Police Department is flawed. During urgent missions, decisions are stalled when I'm unavailable."

"The reform will address this. We'll add three squadron leaders, each empowered to respond to crises if I'm unavailable."

"These leaders will report directly to me. The chain of command will be streamlined."

For years, the Police Department had struggled with stagnation.

No clear authority below Fugaku had led to frequent inefficiencies.

With three squadron leaders overseeing teams, the structure would mirror that of the village's ANBU.

The fix was clean, effective, and long overdue.

"In emergencies, if I'm unavailable, the squadron leaders can act autonomously until I return."

Fugaku laid it all out with clarity.

"Ahem. The clan head speaks wisely," the Great Elder finally admitted, wiping sweat from his brow.

"We were simply… cautious. But now that we've seen the plan, we fully support it."

He shot Fugaku a meaningful glance—We're with you. Just don't forget our role in the clan.

After all that resistance, you cave in because Yan beat you to it?

Fugaku could tell. Yan had seized the moral high ground, battered the elders publicly, and forced them to concede.

Had Fugaku done the same, it would've looked petty.

He was the clan head—expected to rise above squabbles.

Yan could afford to be fierce.

Fugaku had to be strategic.

And with rumors swirling about Yan's declining health, the young man's impassioned speech had won him not only sympathy—but admiration.

Had Fugaku taken the same approach, it might have backfired.

"The matter is settled," Fugaku said. "The Police Department's reformation begins tomorrow."

Since the elders had backed down, he wouldn't rub salt in the wound.

Changing the old guard would take time.

"Good! We all support it!"

Under Yan's signal, his supporters raised their hands enthusiastically.

Then others followed. One after another, hands went up in approval.

In the end, nearly the entire hall echoed with unified support.

The reform passed.

And no one dared oppose it—not after Yan's performance.

From his seat, Yan saw Quan beaming at him, her eyes sparkling with admiration.

He leaned back to rest, saying nothing more.

The rest of the meeting passed with minor discussions, none needing Yan's involvement.

After several grueling hours, Fugaku, visibly drained, finally spoke:

"Then let this clan meeting conclude. I will personally choose three members of exceptional skill and conduct to serve as squadron leaders."

The announcement caught attention.

Many turned toward Yan.

To them, he was the natural candidate for the role.
