It's not as simple as many people think.
What's more, the weapons this guy creates seem to be intended for use in the current war against the empire itself. There are boxes and boxes of them in carriages.
There are so many stacked up and so many bullets that anyone would think he was going to arm an entire army.
Leaving aside the complexity of making all those weapons, how is it possible that this guy has permits to create them?
