The Underground Trade Port.
Located beneath the crust of Dressrosa, this harbor stands as one of the few massive hubs in the Underworld, known in the shadows as the Donquixote Trade Port.
As the Underworld's premier broker, Doflamingo boasts an endless network of connections. The port is a revolving door for countless guests: pirates, assassins, mobsters, international warmongers, and rebel armies. Every day, the volume of munitions traded here is enough to outfitting an army of tens of thousands.
Moreover, items strictly prohibited by the World Government are traded here with impunity: Dance Powder, the HRA11 banned drug, SS Serum, high-precision machine tools, Seastone, high-radiation ores—if it's contraband, it's here.
Within this port, the Donquixote Family subordinates handle the transactions, security, and patrols. However, the labor force responsible for hauling the heavy cargo is composed of living, moving toys.
As usual, dozens of ships of various sizes were moored along the docks, many flying the Jolly Roger. Vessels departed and arrived in a constant, rhythmic cycle.
Amidst the throng of people, squads of soldiers patrolled back and forth while countless toys slaved away under the weight of heavy crates. Donquixote officers finalized deals with visiting clients, often exchanging chest after chest of gold or Berries.
BANG! BANG! BANG! BANG!
Suddenly, a cacophony of gunfire erupted from Trade Sector 2.
"Intruders!"
"Quick, seize that samurai and the tanuki!"
"Halt! Don't run!"
Chaos broke out in a section of the port. Dozens of Donquixote soldiers brandishing blades and rifles gave chase, their shouts drawing in more guards from the surrounding areas.
"We're doomed! We've been spotted!"
"What exactly are those toys? Why are they being worked to the bone here?"
Chopper and Kin'emon shrieked, running like headless chickens through the cargo stacks. Bullets whistled past them, splintering the wooden crates and striking the ground.
Seeing the bullet holes in the crates, a Donquixote officer turned pale and screamed, "Careful! Aim your shots! There's ammunition stored here; if you set off the explosives, we're all dead!"
The soldiers snapped to their senses and ceased fire. Except for a few confident marksmen, most switched to swords and other melee weapons.
Since this was a storage hub, guards were naturally plentiful. It wasn't long before Chopper and Kin'emon were cornered by a dozen patrolling soldiers.
"Waaa—ha—!!"
With a strange cry, Chopper's body suddenly expanded and broadened, transforming into a massive, square-shaped version of a "tanuki."
BOOM! BANG! THUD!
Moving with surprising agility, Chopper struck out at the soldiers. Within a few exchanges, he had sent several men flying.
"Out of my way! Kanjuro, I'm coming!!"
Beside him, Kin'emon let out a loud shout and drew his blade.
As a samurai of Wano, his superb swordsmanship was on full display. Cold glints of steel flashed repeatedly; in the blink of an eye, five or six men were cut down.
Though the patrol squad was decimated, they had successfully stalled the pair. The dozens of pursuing soldiers from behind finally caught up, joining the fray to lay siege to Chopper and Kin'emon.

The Officer's Tower.
This gargantuan red tower standing in the center of the underground port is the residence of the Donquixote Family executives. Its yellow spire connects to the Royal Palace atop the King's Plateau, while the red tunnels branching out from it lead to the various scrap heaps scattered across Dressrosa.
Chopper and Kin'emon had entered the port through one of these red tunnels but had inadvertently wandered away from the tower.
"Trebol-sama! Trebol-sama!"
A messenger burst into the Officer's Tower, rushing to a large room on the third floor that featured a carousel.
Inside, the nauseating, snot-nosed Trebol and the little girl, Sugar, who was cradling a basket of basket of grapes, were passing the time.
"Hmm?"
Trebol turned around, a long string of mucus dangling from his nose. "Did something happen, bebe?"
"T-Trebol-sama, an intruder has been spotted in Trade Sector 2!" the messenger gasped.
"An intruder? At a time like this... someone who doesn't fear Joker's name? The Revolutionary Army? The Marines? Or some other faction?" Trebol frowned.
Intruders weren't unheard of, but choosing this moment… did they think security would be lax just because the grand fighting tournament was being held?
"We don't know their identities, but one is a powerful swordsman, and the other is... is... a tanuki that can transform!" the messenger stammered.
"A powerful swordsman? A transforming tanuki?" Trebol looked utterly confused. "What kind of combination is that?"
"Trebol-sama, the patrolling guards have already engaged them, but the enemy is strong. Many of our men are injured. Please, give us your aid!" the messenger pleaded.
"Injured, you say?" Trebol's face darkened. "I'll go take a look!"

Outside the Officer's Tower.
"Guards! Guards!"
"Intruders in Trade Sector 2!"
"Reinforce Sector 2 immediately!"
The Trade Sector was a hornet's nest of noise. Squads of Donquixote soldiers hurried past, rushing toward the conflict.
"Looks like something's happening. Intruders?"
In a dark corner, Usopp leaned against a meter-high wooden crate, peeking out cautiously.
"Usoland! Intruders are drawing away the guards from the tower. This plays right into our hands!"
"Exactly! They're pulling the Donquixote Family's attention!"
"Maybe we can successfully knock Sugar unconscious now!"
"Don't get overconfident! We must be careful no matter what!"
Beneath Usopp, a group of small beings, hardly larger than a human palm, were huddled in the shadows, whispering excitedly.
Clack—
Just then, Trebol stepped out of the Officer's Tower. He locked the metal door and wound several heavy iron chains around the handles.
Once the door was secured, Trebol pocketed the key and began walking away with the messenger.
"Is Trebol-sama heading out?" the guards outside asked.
"Nye, nye! Step up the security on all four doors of the tower!" Trebol leaned in close to the nearest guard, his snot swaying. "Notify me immediately if anything happens!"
"Yes! Yes sir!"
"Trebol-sama, thank you for your hard work!"
The guards stood at attention, responding with deep respect.
Trebol nodded in satisfaction. He tilted his head and asked, "Nye, nye! Where? Where? Where exactly are the intruders making a scene?"
"In Sector 2!" the messenger answered quickly.
He then led the way, guiding Trebol toward the second trading district.
"It's Trebol!"
"One of the Top Executives of the Donquixote Family!"
"He's Sugar's personal bodyguard. Great, he's been drawn away too!"
"We need to find a way to open that door, then we can rush in and take down Sugar!"
The Tontattas immediately recognized Trebol. They were overjoyed; with an Executive guarding Sugar, their chances of success had been slim.
"What a disgusting guy. He's an Executive too?" Usopp asked with a look of pure revulsion.
"That's right. His name is Trebol. He is the Top Executive of the Donquixote Family's Club Army, and one of the few Top Executives in the entire family!" explained a small person wearing a green crown-shaped hat and goggles. He carried two long needles that were nearly as tall as he was.
This was Leo, a member of the Tontatta Tribe and a corporal of the Tontatta Kingdom!
"A Top Executive!"
Usopp jumped, his internal dismissiveness vanishing instantly. He hadn't expected that slovenly man with the twin trails of snot to be one of the highest-ranking members of the family. Truly, appearances were deceiving!
"Usoland, let's go!" Leo said impatiently. "This is our best chance. That door won't stop us!"
Usopp nodded heavily. He hadn't come all the way from Green Bit just to run away. He knew that against Doflamingo or a Marine Admiral, he was little more than an appetizer.
His goal here was to cause a massive disturbance, to seize the attention of the Donquixote Family and buy time for Zoro, Law, and Luffy.
"Let's do it! Take out the guards first!"
"Special Attack: Green Star – Sleep Grass!!!"
Once Trebol was out of sight, Usopp leaped from the shadows with a shout. Aiming his custom slingshot, Kuro Kabuto, he fired a green botanical seed into the air.
