The Root Avatar addresses 30,000 civilians gathered at a fallen city.
He does not roar. He speaks gently:

The 30,000 cheer.
Levi, somewhere deep inside, weeps.

He walks to the rest of the crew and touches their foreheads with the white flames.
Their memories are restored.
