He is an evil guy for sure, but he has a brain. He lays low, he does not make too many mistakes, and he knows his weaknesses, so that's how he plays the game. Even in the show, there were more than a few times when Kilgrave was right there and someone could have killed him, but, well, Kilgrave had human hostages around... Honestly, he's smart, and that's why he is the main point of this...
