From a national perspective, this proposal is beneficial.
Centralizing local power to enhance the prestige and authority of the central government, avoiding conflicting authorities and political confrontations between the central and local entities, seems to be a good thing.
But from the perspective of the Northern Territory and Perfikot, it's not so favorable.
