General Ross received an urgent call from his subordinate... the long-missing Hulk had been spotted near New York Harbor...
The green beast, listed as a wanted target by the Department of Defense, was now locked in a fierce battle with another massive yellow behemoth. The two titans were evenly matched, neither able to gain the upper hand.
The moment he saw the footage of the two monsters clashing, General Ross was stunned...
The once-unstoppable Hulk was actually being suppressed by the yellow Abomination-like brute, battered by a relentless storm of blows.
Unlike the Hulk, who fought like a frenzied beast, the yellow green giant wielded precise combat techniques, targeting weaknesses with brutal efficiency. In comparison, the Hulk relied purely on instinct.
At first, the fight had been evenly matched. But as Blonsky gradually deciphered the Hulk's patterns, he began pummeling his once-formidable opponent like a training dummy.
Of course, this wasn't because the Abomination had surpassed the Hulk's near-limitless rage-fueled power... Rather, Banner had been weakened by Sterns' prolonged injections of suppressants.
Even freed from their effects, his combat ability had diminished...
"Mobilize the troops! Lure the Hulk to an open area!" General Ross slammed his fist into his palm, eyes alight with excitement.
To him, every cell in Banner's body belonged to the military. Now that the Hulk had resurfaced, he couldn't let this opportunity slip away.
"Sir, the Military Committee has suspended the pursuit…" his secretary hesitated.
"I'm not going after the Hulk!" Ross barked, "Those two monsters are causing massive destruction in New York, endangering civilian lives. Do you expect the NYPD to handle them?"
His tone brooked no argument. He continued, "Get City Hall and the White House on the line. Request deployment of the National Guard. Bring Umbrella's next-gen energy weapons. Mobilize mechanized units. This is for America! We can't let these monsters rampage unchecked!" The General's voice was stern.
Unbeknownst to him, his daughter was in danger... had he known, he would have sent the entire army into New York...
Within minutes, City Hall and the White House approved the Pentagon's request. The NYPD had already dispatched ESU teams to the harbor, but given the monsters' displayed resilience, conventional firepower would be useless.
Ross was granted full authority to deploy the National Guard. After brief preparations, he boarded a helicopter.
Following the last debriefing, he had nearly abandoned the Hulk pursuit... the green beast was too uncontrollable, and capturing it alive would come at a steep cost.
But now, Banner had inexplicably reappeared in New York.
Ross was ecstatic. His obsession with the Hulk bordered on fanatical... he had even estranged his daughter over it.
Thankfully, Betty had been spending time with Sean lately, easing Ross' worries.
The young genius was a far better match than the fugitive Bruce Banner, and Ross had gone out of his way to encourage their relationship, hoping to steer Betty away from Banner for good...

A convoy of over a dozen vehicles carried battle-ready soldiers, their faces streaked with camouflage paint...
These elite troops, handpicked by Ross, were armed with Umbrella's latest energy weapons and the fearsome M134 Minigun, dubbed 'Vulcan Cannon'... It was capable of firing 3000 rounds per minute.
Complementing these were Stark Industries' prototype sonic weapons, ensuring no contingency was overlooked.
Overseeing operations via military satellites and drones, Ross stood ready to call in aerial support.
<...The Hulk has entered the city, moving toward Upper New York Bay…>
A helicopter pilot reported.
Ross gripped his communicator: "Draw its attention! If that damn thing reaches downtown, casualties will skyrocket– What happened to the other one?"

~At the docks~
The Hulk was driven to his knees under the Abomination's onslaught. For the first time, the ever-victorious green goliath found himself overpowered, struggling to counterattack...
Rage consumed him.
As Blonsky's fists rained down, the Hulk's eyes blazed viridian. He inhaled deeply, his chest expanding like a bellows.
*ROOOOAR!*
The deafening bellow erupted like a war drum, causing sonic waves to ripple outward in a devastating shockwave.
Containers were hurled aside like toys, the sheer force of the Hulk's fury manifesting as an invisible tsunami of energy.
The green titan charged, each footfall cratering concrete. A parked semi-truck was cleaved in half as the Hulk barreled through, his muscles swelling with unrestrained wrath.
Sensing the surge in the Hulk's power, Blonsky met him head-on, only to be hammered into the ground by a single earth-shaking punch.
The Hulk seized Blonsky's leg and hoisted the yellow giant skyward before hurling him into the Hudson River with a titanic splash.
"Betty…" The name echoed in the Hulk's mind as he glared at the circling helicopters, their whirring blades stoking his anger.
With a mighty leap, he crashed onto the highway, crushing a sedan underfoot.
Screams and sirens grated on his nerves. Like a lost child, he lumbered forward. A hail of bullets pinged harmlessly off his hide.
Then, a familiar cocky voice rang out from above:
"Hey, big guy. Who said you could take a stroll through New York?"
Repulsors hummed as a red-and-gold suit of armor descended.
