"So, what's the plan?" Hanzo asked, his gaze sharp and suspicious as he looked at Danzo.
He was wary of this cunning man, someone who had repeatedly plotted against the Third Hokage, Sarutobi Hiruzen.
While eliminating Akatsuki, a persistent threat to his rule, was tempting, it wasn't without risk. No ruler would tolerate a new power challenging their authority within their own country.
"Don't worry, I didn't come empty-handed from Konoha. I've prepared everything," Danzo said with a sinister smile.
"You refused to reinforce those two brats. The recent attack has left them shaken. They only have one path left to take."
"And I've already prepared a surprise for them."
Watching Danzo's confident demeanor, Hanzo snorted. "I hope things unfold exactly as you envision.
If this succeeds, you'll be handsomely rewarded. But if anything goes wrong, my village is too small to accommodate you."
With that, Hanzo turned and left, leaving Danzo alone in the drizzle.
His smile vanished, replaced by a dark frown.
"Damn Uchiha Kai! If it weren't for that guy's sudden appearance, I wouldn't have lost control of my arm. Next time we meet, I'll give him a surprise."
Inside Akatsuki's base, Kai and Pakura were in the same room. The food on the table had been devoured by the two tailed beasts, who were now contentedly burping.
The sight made Pakura cringe.
"Girl, clean up. Let's sleep," Son Gokū said, affecting a world-weary air.
Before he could finish, Kai kicked him onto the bed.
"Son Gokū, have some decency! You devoured all the food and expect Pakura to clean up?" Kai said, rolling his eyes.
"Don't forget, we're important guests here. You don't see adults cleaning up after themselves. Go get someone."
Son Gokū, momentarily stunned, quickly recovered. "Boss, you're right. I'll get someone."
Watching Son Gokū scurry out, Pakura's face twitched. If she didn't know their true identities, she wouldn't believe that powerful tailed beasts could be so easily bossed around.
After composing herself, Pakura turned to Kai. "Kai, are you collecting tailed beasts to create jinchuriki weapons?"
The question made the still-burping Isobu's ears twitch.
"Boss, if you want, we can go inside you. You just need to do some sealing. But you have to let us out to eat good food, or we'll go berserk," Isobu said, revealing its gluttonous nature.
Pakura took a deep breath. "In the Five Great Nations, tailed beasts are forbidden weapons, the foundation of each village's power.
The Fourth Mizukage's call for a Five Kage Summit, triggered by the loss of tailed beasts, will likely be accepted by the Land of Earth and Land of Lightning.
The Land of Wind might be swayed by Sasori's actions. Once the four nations agree, the Land of Fire will have no choice but to participate."
"Then we'll be at war with the entire shinobi world. Using the tailed beasts might give us leverage in negotiations," she said, trailing off.
Even the strongest person would be defeated against the combined might of the Five Great Nations and their Kage.
To survive, they needed significant influence, a strategy similar to Rain Village's rise to power.
"Let them reside inside me?" Kai was taken aback. "No way. I don't want to have voyeurs inside me."
"I don't want someone enjoying themselves while we're… intimate, commenting on length and width."
He thought of the jinchuriki in the original story, especially Naruto. If Kurama suddenly commented during an intimate moment with Hinata, would Naruto continue or give up?
And what if Naruto asked Kurama for a tailed beast coat extension? It would be incredibly awkward.
"Kai, what are you saying?!" Pakura's face flushed crimson, but she noticed Isobu and Son Gokū's knowing glances and nods. They'd probably done this many times while sealed inside a jinchuriki.
Pakura deflated. "These are powerful tailed beasts coveted by every village. Are we really not going to use them?"
She knew Kai had many powerful subordinates, but the odds of winning a war against the Five Great Nations still seemed slim.
"I'm not letting voyeurs live inside me. Unless… I give you one," Kai said with a gentle smile.
Pakura stiffened. As a Sunagakure hero, she would sacrifice her body to become a jinchuriki if necessary. It was a hero's duty. But Kai's "voyeur" theory made her uncomfortable.
After a long pause, she whispered, "Can we find someone else?"
Isobu and Son Gokū, almost ready to resort to force, were immediately subdued by Kai's glare.
"Right, I remember that besides sealing them inside, there's a method to implant a small amount of their power, like a seed, permanently into someone else," Kai said, remembering that Naruto had the chakra of all eight tailed beasts besides Kurama. This allowed him to connect with all nine tailed beasts after the Fourth Great Ninja War.
Of course, if Kai didn't have a tailed beast residing within him, there'd be no seal to provide a dwelling place.
Unless Kai personally opened a genjutsu space, they could only communicate telepathically, and he would be in control, unlike in the original story where Kurama was the one in charge.
Isobu and Son Gokū were surprised. "Boss, you know about this method too! But it's difficult and dangerous."
