"Lightning Release: Lightning-Fist Crash!"

The surrounding Kirigakure Anbu's faces paled, but they held their ground, clearly acting on orders. A's punch was incredibly fast.
Yagura remained calm, swiftly forming hand seals.
"Water Release: Water Mirror Technique!"
A wave of water coalesced before him, instantly forming a mirror reflecting A's image. Before anyone could react, ripples disturbed the surface, and A's reflection solidified, mimicking his attack.
Boom!
The two fists collided with a thunderous roar, sending a shockwave that forced everyone back. The reflected A dissipated in mid-air.
"The same technique, the same movements… just like what Kurotsuchi and the others saw—the Third Raikage seemingly killing himself," a Kumogakure ninja exclaimed.
A stopped him, his gaze on Yagura now serious, devoid of its previous disdain.
"I acknowledge your strength. The Water Mirror Technique is impressive, but you couldn't replicate the Raikage's full power, so you're not the killer,"
A explained. Many jutsu could replicate others, but the biggest limitation was the power difference between the user and the copied target. Replicating someone beyond the user's capabilities would lead to chakra exhaustion.
Yagura, while chosen as Mizukage, lacked the power boost from a tailed beast, significantly weakening his abilities compared to the original timeline. His Water Mirror Technique could only copy relatively weaker jutsu.
"Now that you've proven yourself, let's discuss Uchiha Kai," Yagura said, breaking the tension.
A immediately agreed, glancing at Kurotsuchi's grim expression and the anxious sensory ninja. He knew the Four-Tails jinchuriki was likely in grave danger.

"Ōnoki believed finding Deidara would solve the Third Raikage's death."
"Our sensory ninja detected Rōshi engaging Deidara while we were trapped in Konoha."
The ninjas' expressions shifted dramatically.
A's face darkened. "So, Rōshi confirmed Deidara's defection, but he was outnumbered, preventing immediate capture?"
A knew a jinchuriki's power far surpassed that of a child. The Four-Tails' Lava Release was excellent for escape and surprise attacks.
The inability to capture a child with such advantages meant the opposing force was significantly strong.
"Kurotsuchi, do you have intel on them? Don't hide anything. The disappearances of the Third Raikage and Mizukage, and your village's defection, tie us together," Yagura stated firmly.
Kurotsuchi couldn't argue. After a moment of hesitation, he sighed. "Fine. This is the encrypted message Rōshi sent back."
"It mentions three individuals, but their identities are encrypted. We need to return to the village to decipher it."
Three?
Yagura's expression changed. "Adding Uchiha Kai, Kisame Hoshigaki, and Zabuza Momochi, that makes seven.
With the Three-Tails and Four-Tails under their control, their power would be unimaginable, a serious threat to the entire shinobi world. I doubt any of us want to see the great nations controlled by outsiders."
A and Kurotsuchi's faces fell, unable to refute the grim reality. The evidence of the battle was a stark reminder.
"Fourth Mizukage, you must have a plan," A said, fully acknowledging Yagura's position.
Yagura nodded. "A Five Kage Summit."
"Our intel reveals Uchiha Kai was in Konoha for seventeen years before revealing his strength.
He's clearly Kage-level, possessing the Mangekyo Sharingan, a power only Madara Uchiha had.
He's gathered a group of extremists—Zabuza, Kisame, and four others. Each is a significant threat to the shinobi world; together, they're a catastrophic danger!"
Five Kage Summit?
A, Kurotsuchi, and the other ninjas were stunned. Such summits addressed critical issues affecting the shinobi world's survival.
The first was the distribution of the tailed beasts. The second and third were about war negotiations and territorial division.
The Third Great Ninja War wasn't over, and the outcome was uncertain. Calling a summit for a single rogue ninja meant ending the war first.
"This war has been costly for everyone. You all retain significant strength, awaiting the final battle," Yagura said gravely.
"But don't forget, the Third Great Ninja War began with the Third Kazekage's disappearance.
Now, the Third Raikage and Mizukage are also missing, all evidence pointing to Uchiha Kai. The Third Kazekage might also be connected."
