The generals all stood at attention and waited for the Sovereign's orders.
This was the moment Jason had been waiting for, and the rest of Jason's plans working out properly would depend entirely on what the Sovereign did here. Jason had actually seen the messenger who came to see what was happening with Jaraht. The messenger had flown very close to Jason and looked right down at him, and Jason knew that if he launched a single attack from where he was, then he would have easily killed the messenger, but Jason had no reason to do that. Jason wanted the Sovereign and his generals to know exactly what was happening in those towns. If they didn't know, then they would all focus their strength on the main city, and that would derail Jason's plans. Instead, Jason told his subordinates not to attack the man, and he allowed him free passage as he ran back to the main city, and now he had given the Sovereign the exact message Jason wanted him to hear!
