Although this monster might seem useless by modern Yu-Gi-Oh! standards, 'Crossbowman' was one of the mainstays of the original 'Ojama Canceller' strategy.
Firstly, there weren't many monsters with consistent burn effects in the early days, and 'Crossbowman' was one of them. Secondly, it and 'Magic Canceller' are both Machine-Type monsters, so they are not affected by their own 'Rivalry of Warlords' summoning restriction.
As a side note, 'Lava Golem' was originally a standard component of the 'Ojama Canceller' setup. Because, just like You Xuan is doing now, the strategy could be temporarily adjusted to a 'Lava Canceller' when necessary, which was equally effective.

Thus, he could retrieve "Warrior of Zera" and "Archlord Zerato" from his Graveyard, allowing him to reactivate his killer combo and summon his ace monster, Zerato, to launch a counterattack.
"I flip my Set Card," You Xuan said. "The Trap Card 'Ojama Trio'! I Special Summon three Ojama Tokens to my opponent's field!"

President Shimizu, who had just drawn a card and was about to play it, instantly froze in that posture.

"Then I Normal Summon 'Submarineroid'," You Xuan said politely.

The anthropomorphic little submarine floated up with its signature disdainful gaze. Torpedoes launched, streaking past the heads of the three Tokens with a sharp whooshing sound.
