The Lower City District of Mechanical City is a place that can almost be called a lawless zone.
Of course, the lawless zone is only applicable to the lower class.
In both the Lower District and Upper District, it's actually a world of dog-eat-dog, but the methods in the Upper District appear to be far more civilized.
Turning people of the Upper District into people of the Lower District, that's the civilized dog-eat-dog.
While the people of the Lower District aspire to become people of the Upper District, they must become extremely ruthless, using every possible means.
Occasionally, a member of the Mechanical Race might rise from the Lower District to the Upper District, slowly becoming accomplished, even momentarily stealing the spotlight.
But the ultimate end is always to be devoured and slain.
Such is Mechanical City.
