The Battle of New York had certainly stretched their limits—but then again, the opponent was an alien invasion. It's not unreasonable for extraterrestrial beings to surpass humans in strength, right?
As for Su Xiuyu's overwhelming performance during the battle, it wasn't like the military hadn't noticed. They had seen everything. But so what?
The United States was the legal governing body of this land. As long as one operated within Earth's bounds, they were expected to adhere to its laws. And if you happened to be a superhero? Then you'd better act the part.
"You're a hero, aren't you? Do you dare defy the government?"
That was the prevailing attitude in the halls of power. The American government, emboldened by legal authority and popular opinion, believed it had every right to dictate the behavior of enhanced individuals. After all, if the people still supported them, who could oppose their will?
On live television, a government representative appeared before the press with a stern declaration:
"We must address a dangerous new element—this so-called 'ninja group.' Though they did also contribute during the alien invasion in New York—"
"Shameless!"
Even Tony Stark and Steve Rogers, American-born and bred, were disgusted.
"What do they mean 'also contributed'?" Steve asked through gritted teeth. "If it wasn't for the Uchiha, New York would've been flattened by a nuke!"
Tony furiously swiped at the holographic screen. "And they're just gonna ignore the part where we were one bad decision away from annihilation?"
The broadcast continued, oblivious to their outrage.
"Any unauthorized superhero activity is hereby declared illegal. While we are still gathering intelligence on the so-called Ninja Group, let this serve as a final warning. Any alien technology, corpses, or spacecraft remnants obtained during the Battle of New York are the sole property of the United States government. Turn them over immediately."
The message was clear: cooperate or be labeled a threat.
To the ninjas, this declaration was as good as a war cry.
Not that they cared. What mattered was one person's stance—Uchiha Xiuyu. The reason the ninjas had come to this world in the first place was because of him. And if the Ninja God chose to declare war, the rest would follow without hesitation.
Ninjas were warriors of blood and shadow. In open field battles, perhaps they couldn't compete with tanks and jets. But when it came to stealth, sabotage, and urban warfare—they were unmatched.
In the hidden stone village of Iwagakure, Loess stood by anxiously.
"Lord Kitsuchi! We've received word from the Uchiha," a messenger reported. "They've called for assembly at Penglai. Lord Xiuyu will open the space gate and begin full mobilization. We're expanding into this world!"
Kitsuchi's expression hardened with resolve. "Understood."
Kirigakure, too, moved quickly under the command of Terumi Mei. The major ninja villages were rallying.
When Kitsuchi brought the news back to Iwagakure, the aging Tsuchikage, Onoki, nearly burst into laughter.
"You're telling me that world has been attacked by extraterrestrials, and tensions between Konoha and the local powers have reached a breaking point?"
"Yes, Father. And Uchiha Xiuyu is preparing to lead the charge himself."
Onoki grinned. "Excellent. And Konoha—did they honor the distribution agreement for the spoils of the Chitauri invasion?"
"They did," Huangtu affirmed. "Konoha has honored the agreed shares. Iwa received its rightful portion."
"Good. Then we hold a war council. We move in sync with Konoha—but never forget, Kitsuchi. Our loyalty lies with Uchiha Xiuyu, not the village. As long as he leads Konoha, we follow. If that changes, we reassess."
"Yes, Father."
The announcement of war electrified Iwagakure. Though civilians feared conflict, the upper ranks welcomed it as a rare and golden opportunity.
"If we can seize even a sliver of land in this new world," murmured one elder, "it would secure our prosperity for generations."
Roshi and Han, the village's Jinchuriki, nodded in agreement.
"Su Xiuyu's power…" Roshi said, "Even our tailed beasts shrink before it. This isn't a war. It's a campaign of expansion."
"Then let's move quickly," Kitsuchi declared. "We organize now!"
Meanwhile, in Kirigakure, Terumi Mei issued her own mobilization orders. Her forces began immediate preparations to depart for Penglai.
Back in Konoha, things were even more seamless.
Uchiha Fugaku convened a high-level meeting and broadcast footage of the New York battle. The colossal Susano'o towered over the battlefield, sending shivers down the spines of every Jonin in the room.
There was no denying it: the future of Konoha lay in the hands of the Uchiha.
"Lord Xiuyu has decided," Fugaku began. "We will confront the local governments of this world. Don't misunderstand—this isn't an invasion. They struck first. Even after we saved one of their greatest cities."
The room was silent, then murmurs of agreement followed.
Fugaku went on to explain the political landscape of the Marvel world, the threat posed by Earth's superpowers, and the hierarchy within the ninja coalition.

Then came the declaration that changed the room's atmosphere.
"Let me make this perfectly clear," said Uchiha Fugaku as he stood, voice steady and unyielding. "Whether the rest of you choose to participate or not, the Uchiha Clan and the Uzumaki Clan will. This new world… will become a new nation. And in this new order, the military, the politics, and the industry will belong to us."
A hushed tension filled the air.
"You're merely being given a chance to share the spoils," he continued. "We're all from Konoha, after all. But let me be blunt—during the time of the First, Second, and even the Third Hokage, the Uchiha were always oppressed. Silently, we endured. Because our founder—our ancestor—commanded us to never bring disorder to the village."
That statement finally made the attending shinobi understand why the powerful Uchiha and Uzumaki clans had stayed silent all these years, avoiding involvement in major village events.
It turned out they had long grown disillusioned with Konoha's limited scope.
But now, looking at the massive industry they had established in the other world, it made sense. Why would they concern themselves with a small, stagnant place like Konoha?
Even though the Land of Fire was vast, Konoha was only a portion of it—and the authority over taxes, citizens, and governance rested not with the Hokage, but the Daimyo. Konoha operated more as a military contractor than a ruling power.
And with Su Xiu Yu's power now rivaling that of a deity—greater even than a resurrected Hashirama Senju—no one dared question the direction he was steering the village.
Thus, the major clans of Konoha, though initially hesitant, began mobilizing their forces. A new war in another world was about to begin.
Naturally, the movements of Konoha, Iwagakure, and Kirigakure couldn't escape the notice of Kumogakure and Sunagakure.
In particular, Kumogakure was caught off guard. The village's envoys—Yugito Nii and the ever-busty Samui—were still in Konoha. Upon sensing the storm brewing, they quickly relayed the information back to the Raikage.

"Lord Raikage, please calm yourself," Mabui urged gently. "Yugito and Samui's message made it clear—we still have time."
Another aide added, "Let's face the truth. Konoha will inevitably become the leader of the Five Great Nations. If we don't act now, the gap will grow beyond repair."
"And, Lord Raikage…" Mabui continued, "you must control your temper. Konoha doesn't appreciate impulsive behavior. You know this."
Raikage exhaled slowly, clenching his remaining fist. The room held its breath.
"I hate to admit it… but you're right."
He looked up, grim resolve in his eyes.
"But what if Konoha refuses to let us join the war? Uchiha Xiuyu made it clear once—they plan to punish Kumogakure."
"That's not entirely true," Mabui said. "Even if they refuse to share the spoils, even if we walk away with nothing but scars, we still must go. At the very least, we gain knowledge about the other world. That alone is invaluable."
She added softly, "Master Tutai once told me, 'The one who sets foot on new soil shapes the future.' I believe in his words."
Raikage closed his eyes for a moment, then nodded.
"Prepare the troops. Inform Killer Bee, Omoi, and the others. Bring every elite shinobi we have. We march—now."
He turned toward Mabui.
"Even if I have to kneel in front of Konoha this time… I'll do it. I won't let Kumogakure fall to the bottom."
This was a different Raikage than before—one who'd swallowed his pride for the sake of his people.

As news spread, Konoha's gates swelled with activity. But even among the chaos, one figure stood out—Raikage from Kumogakure, persistently trailing Uchiha Fugaku like a loyal shadow, desperate to negotiate for their participation.

"Raikage… you understand what war brings, don't you? Death. Your people will die. And every death is a loss Kumogakure must pay for—with blood or coin. The cost may far outweigh the gain. Are you sure this is what you want?"
Raikage met Fugaku's eyes with fierce determination.
"Fugaku, you're a Kage. You understand what it means to carry the weight of a village. I've made mistakes. I've been reckless. But I won't drag my people into ruin. If Konoha demands my life, I'll offer it."
"I just want a future for Kumogakure."
Fugaku remained silent, but inwardly… he was moved.
He saw it—the same fire in Raikage's eyes that once burned in the eyes of Madara and Hashirama. The flame of a leader willing to sacrifice everything.
"Konoha… has always had gods on its side," Fugaku murmured. "Madara, Hashirama… and now Lord Xiu Yu. For us, power was a gift. But for you… it's a fight for survival."
Finally, Fugaku nodded.
"I can't promise anything. But I'll bring your request to Lord Xiu Yu myself."
"Thank you." Raikage bowed deeply, his massive form humbling itself without shame. The gesture shocked many—but none questioned its sincerity.

Su Xiu Yu read the message from Fugaku, a soft chuckle slipping from his lips.
"So, the reckless one has come to his senses, has he?" His eyes sparkled with amusement. "No one becomes a Kage by being a fool. If even A is willing to bow, then I suppose… it would be wasteful not to bring them along for the ride."
He looked out at the horizon beyond the sea.
"Naruto once begged me to let Gaara join. Why not extend the same chance to both of them?"
"But they should know—this war is ours. Kumogakure and Sunagakure may join the feast, but they'll leave with empty plates. If they want profit… they can wait until the two worlds start trading."
