Timeskip — Six Months Later

The Uchiha and Senju clans had founded a new village, Konoha, ending over a thousand years of hatred and the endless Warring States period. This historic alliance reshaped the world's military, economic, social, and political landscape.

From it came the new policy: "One Country, One Hidden Village."

Each nation now had two centers of power, The Daimyō and Nobles, who governed civilians, managed economies, and oversaw development. The Kage, who ruled the shinobi clans and commanded military affairs.

This system created a diarchy, a shared rule between civilian and military leadership.

Other nations quickly followed the Fire Country's example. However, the United Uzushio rejected this model outright. To them, dividing power was not only unnecessary, it was dangerous and foolish.

Uzushio's reasoning was clear:

1. Human greed and ambition have no limits.

2. Shinobi villages would inevitably become the lapdogs, errand boys/girls, and entertainment for the daimyō and nobles.

3. Daimyō-controlled economies could trigger hyperinflation, leading to wars between nations and villages over resources.

Old grudges between clans and villages would only make such conflicts worse. Thus, Uzushio maintained its neutral stance and centralized government, the same system it had relied on since its founding, long before it rose to the rank of global superpower.

Thanks to its Honkai-based technological advancements, Uzushio now possesses godlike oversight of the planet. Thousands of Honkai-powered AI satellites orbited Earth, constantly monitoring political and military tensions. The Uzushio High Command was well aware of the storms that would soon engulf the shinobi nations.

Far from Earth, at the newly constructed Fire MOTH Headquarters on the Moon, Ryusuke Kaslana, leader of MOTH, pursued his research. Using the Authority of Corruption, he dissected the Ōtsutsuki genome, reading, rewriting, and optimizing their DNA into perfected forms. He spliced in traits from Vipralopa-class and Judgment-class Honkai beasts, evolving their genes into something far beyond their natural limits.

The results stood before him, Toneri Ōtsutsuki, along with one hundred cloned Ōtsutsuki, now carried the modified genome on their sleeping pods. Their chakra and life force had evolved, and they adapted seamlessly to Honkai energy. They had become something new "MANTIS Ōtsutsuki."

Ryusuke allowed himself a small smile.

Ryusuke: (muttering) "A new species… For most, this would be enough to destroy an entire universe. For me? Just another Tuesday."

But this was not his first encounter with the Ōtsutsuki.

A month earlier, he had already exterminated the Hamura branch clan.

That branch had betrayed their own kin, destroyed their main house, and plotted genocide against Earth. Ryusuke chose the cold logic of the Dark Forest Hypothesis: strike first, erase the threat completely.

Summoning the Authority of Finality—Binding, he unleashed a catastrophic Honkai Eruption that nullified all forms of energy and engulfed the Moon. The result was absolute silence. Every Ōtsutsuki perished in an instant… except one.

An innocent newborn: Toneri Ōtsutsuki.

Ryusuke spared him, seeing untapped potential in the child. He also collected genetic samples from the fallen clan and fed them into MOTH's cloning program.

Ryusuke: (controlling the Honkai Eruption) "The sins of the parent are not the sins of the child. You'll live, Toneri… but your clan's arrogance and arrogation end here."

With one hand, he erased a clan that threatened Earth. With the other, he laid the foundation for something new.

For Ryusuke, reshaping species, rewriting genomes, and silencing cosmic threats was not fate. It was simply… responsibility.

After all, Ryusuke was the Herrscher of Finality, the ultimate test for all civilizations. His very existence embodied Finality, the power to embrace, erase, raise, collapse, reset, reject, or create entire civilizations with nothing more than a decision.

Among all nations, only one had earned his favor, the United Uzushio. To them, he offered guidance, protection, and growth. He chose to embrace and raise them, nurturing their rise into a higher civilization.

The other nations of Earth? For now, he remained neutral. Their fates would be their own, until the time came for judgment.

But the Ōtsutsuki Clan was different. To him, they were nothing but cosmic parasites, beings whose ambition, arrogance, and hunger for dominion knew no bounds. They consumed life-bearing worlds, drained and destroyed civilizations, and called it their birthright.

For that, Ryusuke's verdict was absolute:

He would erase and reject them all, save those completely innocent.

Ryusuke stood before the husk of the Ten-Tails, the Demonic Statue of the Outer Path sealed on the moon. It was weaker than ever, its strength diminished by the Honkai Eruption and Ryusuke's Authority of Binding when he wiped out the Ōtsutsuki clan a month ago.

Yes, if restored, the Ten-Tails could become a world-ending threat, leading to Kaguya's unsealing. But compared to Ryusuke's power, it was laughable, a toddler (the Ten-Tails or even Kaguya) against a god (the Herrscher of Finality, Ryusuke).

So he didn't bother reinforcing the seal or using his authority again. Kaguya, or anyone else, simply wasn't worth the effort. Whatever schemes she might hold, they were nothing before Ryusuke's absolute power. He left the husk alone. Instead, he turned his focus to restructuring the hollow moon, transforming it into a fortress of honkai-based technology, reactors, weapons, quantum supercomputers, civilian infrastructure, and defensive and offensive systems, making it the headquarters of Fire MOTH and the United Uzushio.

Speaking of Kaguya, one other Ōtsutsuki still lived on Earth, Isshiki. After Kaguya's betrayal thousands of years ago, Isshiki had been reduced to living as a parasite ear bug inside his puppet's ear, Jigen, the leader of Kara. For now, Isshiki was forced to lay low. Jigen's body was an unsuitable vessel, and even with the Karma seal, it was far from compatible. Using his full power would burn through what remained of Isshiki's lifespan. Instead, he turned to bio-engineering, hoping to create a better host.

But Uzushio's high command, including Ryusuke was already well aware of Kara's existence, movements, and intentions as well on Black Zetsu/Kaguya's

Back on Earth, Ryusuke teleported away, leaving Toneri Ōtsutsuki and the hundred MANTIS Ōtsutsuki clones to grow and form their own childhoods, humanity, worldviews, dreams, hopes, and lives within the Stignet: Spiritual Adam.

Meanwhile, Madara Uchiha had defected from Konoha after reading the Uchiha clan's prophecy tablet for Eternal world peace, written by Sage of Six Paths but was tempered by Black Zetsu. He began hunting the Nine-Tailed Fox, pursued relentlessly by Hashirama Senju, the First Hokage. Their conflict threw the world into chaos.

The only ones not surprised were Uzushio's high command. Their super AI PROMETHEUS, had already predicted these events, and Ryusuke himself had confirmed them. As the Herrscher of Finality, his primary authority was Time.

At that very moment, Ryusuke was meeting with Uzushio's leaders about a grand project, the first step toward interstellar travel. Project: Space Elevator. The one leading the project was Joyce Kaslana, the Herrscher of Truth.

But the project was in crisis. Massive resources, endless logistics, and slow assembly had brought everything to a halt. For Joyce, it was becoming a nightmare. Power supply wasn't the issue, the whole eastern continent controlled by Uzushio, had an advanced Honkai reactor outputting over 100,000 HW per hour. No, the real challenge was construction. The scale and complexity threatened to make Joyce's brain implode if he tried to force it with only his herrscher authority.

Finally, reluctant and frustrated, Joyce placed a video call to his older brother.

Joyce: "Big bro, there's a major problem with the project…" (He felt embarrassed, he had volunteered to lead the project to lighten Ryusuke's burden, but now he was drowning.)

In the United Uzushio's administrative office, Ryusuke noticed the incoming call. Excusing himself from the meeting, he answered. Joyce's hologram appeared, he looked like a complete mess.

Ryusuke: "Why'd you even volunteer yourself?" (He teased before softening his tone.) "Did something go wrong?"

Joyce: "No! It's just the logistics, the massive resources needed, the slow production line processes, it's a complete nightmare! I tried compensating using my Truth authority to construct the Space Elevator's controller, but my brain nearly melted down!

There's a whole spreadsheet's worth of endless micro-crafting, exotic components like Kevlar, and resources I've never even heard of! Why did you even design something this complex? And what the hell is Naquadah? Even PROMETHEUS doesn't know it... it's not in her database!"

(He ranted, completely justified in his frustration.)

"And don't even start on the logistics side! It's a disaster, heavy traffic everywhere, countless delays! How do you expect a project of this scale to finish in 12 hours? It'll take a whole year at this rate!"

Ryusuke: "Shit… Sorry, I forgot. Your Truth authority limits you, you're not at full potential yet. I haven't given you the brain awakening serum, or expanded your Honkai energy capacity. Not to mention, you don't have access to an AE network for digital matter storage, or the production line for Naquadah."

As soon as Ryusuke said that, Joyce stared back at him with a completely deadpan expression.

Joyce: "Dude! Are you serious right now? You're really treating me like the middle child! Look at Sirin, she's your precious little sister. You gave her five Herrscher cores Void, Thunder, Wind, Ice, Fire, and even Rebirth! She's ridiculously powerful now, with more authorities than me! And on top of that, you even shared your best Honkai beast companion, Bella with her. Meanwhile, I don't even have one!" (His voice cracked with frustration, jealousy burning through every word.)

Ryusuke: "Because you are…" (He said it without hesitation, grinning as Joyce's eye twitched violently in annoyance. Then his tone softened.) "Alright, sorry. I messed up by throwing this project at you unprepared. That's on me, so I'll take responsibility. Which means…"

With a wave of his hand, Ryusuke's Finality Authority surged. Four glowing Herrscher cores materialized in his palm, Stars, Sentience, Dominion, and Corruption. He extended them toward his younger brother.

Ryusuke: "These are yours now."

But he wasn't finished. Using both Corruption and Truth Authorities, Ryusuke crafted a shimmering vial, the Brain Awakening Serum, designed to unlock 100% of Joyce's cognitive potential.

And then, as if that weren't enough, Ryusuke summoned a cosmic egg, its surface like black crystal dusted with tiny starlight flecks of white, blue, yellow, and red.

Ryusuke: "This will be your Honkai beast companion. A custom-made vipralopa-class dragon. It'll wield minor authority over time itself. I call it… Bahamut. It'll also make up for your biggest weakness, your mediocre Honkai energy reserves. In about a week, it'll hatch. Treat it well."

Joyce froze, staring at the egg in disbelief, then back at his brother. His annoyance melted into awe. For the first time since the project started, a smile spread across his face.

Joyce: "…You really know how to shut me up, don't you?"

Ryusuke: "Here. I'll also help finish the Space Elevator and upgrade the infrastructure. Can't have my little brother burning out before the fun even starts."

With that, Ryusuke uploaded detailed instructions on Naquadah's complex chemical process and production line into the PROMETHEUS' database. He also constructed an ME system, a digital matter storage and logistics network. With its wireless coverage, half of the eastern hemisphere was instantly optimized under Uzushio's control.

Of course, Joyce didn't know the truth. When designing the Space Elevator, Ryusuke had dipped into nostalgia from his past life. Back then, he had played Minecraft's infamous hardest complex tech modpack, Gregtech: New Horizons, his on the UXV tier in the final stretch for crafting the Stargate, but he died. He had based the design on GTNH's massive Space Elevator multiblock, then fully optimized it using his Corruption and Truth Authorities although it wasn't blocky like on MC, as well as the ME system or AE2 mod one of the famous Minecraft mods.

No wonder Joyce nearly crashed under the complexity.
