Inside the Hokage Building, within the Hokage's office.
At Naruto's request, Kakashi convened an emergency meeting of the Five Kage. Because of the gravity of the matter, Naruto personally used Flying Thunder God to bring the other four Kage to Konoha.
On that day, Sasuke also attended the meeting—though he was clearly yawning, having stayed up late the previous night.
The Fourth Raikage looked at Naruto with a serious expression and spoke first.
"Naruto, you summoned all of us so urgently. I assume this must be something extremely important."
Naruto nodded solemnly.
"Yes. This is a matter that concerns the survival of the entire ninja world."
Gaara looked at Naruto and asked calmly,
"Is it related to what happened on the moon?"

"First, I need to inform all of you of one thing."
"The one we sealed together in the past—Ōtsutsuki Kaguya—has been released by Sasuke and me. She is currently living in Konoha."

"To be honest, notifying you at all was already being polite. From my perspective, it wasn't necessary in the first place."
"Given your level of strength, you can't help in this matter anyway. What's there to discuss?"
The Raikage was instantly furious.
"You little—!"

"Sasuke, show some respect to the Raikage."

Ōnoki looked at the Raikage.
"What about you?"
The Raikage crossed his arms and leaned back.
"I have no objection. The Tailed Beasts already follow Naruto anyway."
Terumī Mei raised her hand.
"I don't object either."
Kakashi smiled.
"Then, by unanimous decision, the Five Kage approve Naruto's proposal."
Naruto nodded firmly.
"Next, I will recall all the Tailed Beasts scattered across the world and begin preparations to become the new Ten-Tails Jinchūriki."
He stood up and looked at everyone with unwavering resolve.
"Everyone, rest assured."
"I, Uzumaki Naruto, will become the strongest combat force on Earth—and I will stand at the very front to protect you all."
