Because the central section was a war zone, it was not entirely occupied.
To completely exterminate the Human Clan and take over the entire Thunderstorm Canyon, an additional hundred or so Elemental Spirit Clan members would be needed.
Otherwise, with this terrain, it was only a matter of time before it would be retaken by the Human Clan.
At that point, the decision he made today would truly be a futile one.
Shaking his head, Clement stood up and walked out of the hall, watching his busy yet smiling clansmen outside.
