Chapter 38 - Police and Police Dogs

"Hisaki, since yesterday, the Uchiha clan has been buying various scrolls—even blank ones. Today, there is a gathering at the Naka Shrine, and you heard the howling earlier. I suspect the Uchiha clan has obtained some kind of summoning contract with a clan of beasts, and it's clearly a large group. More than one Uchiha must have summoned them." Mitokado Homura analyzed the situation in the Hokage's office.

"We'll find out soon enough. The Uchiha clan has been silent since yesterday. Our sources only reported that they were purchasing scrolls, but the details remain unclear. We must remain calm. For now, this has no immediate impact on the village's stability. Besides, we are in a cooperative phase with the Uchiha. Any rash action could be counterproductive." Hiruzen Sarutobi, the Third Hokage, exhaled a long breath as he spoke, still unsure how to handle the situation.

That morning, the civilians of Konoha were stunned by an unexpected sight. Every Konoha Police Force squad was now accompanied by a massive, two-meter-tall dog. If it weren't for the Uchiha crest on their harnesses, one might have mistaken them for members of the Inuzuka clan.

Even more shocked than the civilians were the Inuzuka themselves. Their own ninja dogs—usually fierce and battle-hardened—were visibly terrified. Whenever an Uchiha patrol squad passed by, some of the Inuzuka's partners cowered or even wet themselves in fear. This put the Inuzuka clan in an unprecedentedly embarrassing position.

As a clan that prided itself on its bond with ninja dogs, this was a crisis. From childhood, Inuzuka members raised their partners like family, forming unbreakable bonds. But now, their lifelong partners were too scared to even step outside. Some Inuzuka wanted to confront the Uchiha, but their instincts screamed at them to back down. The overwhelming presence of the Hellhounds triggered something primal—an absolute suppression of their bloodline.

Realizing the gravity of the situation, the Inuzuka clan head immediately summoned the elders. They selected a group of representatives and hurried toward the Hokage's office.

Meanwhile, back in the Uchiha district, the clan women were busy tailoring custom outfits for their new partners, ensuring each dog bore a uniform with the Uchiha crest. Initially, the children were wary, but soon, they warmed up to the giant ninja dogs. Before long, the once-quiet Uchiha district was lively again, filled with laughter and the sight of children playing alongside their new companions.

Older, more experienced Uchiha shinobi wasted no time. Some immediately took on missions, using the Hellhounds to familiarize themselves with their abilities. Others trained in combined jutsu, testing out powerful wind-enhanced Fire Release techniques. The synergy between the Uchiha's Fire Release and the Hellhounds' Wind Release was undeniable—attacks became exponentially more destructive.

One unexpected discovery was the Hellhounds' love for sweets. Within thirty minutes, the Uchiha had completely bought out the village's dessert and candy shops. At one point, an Uchiha patrol even asked a shopkeeper, "Do you have any extra sugar in stock?" The shopkeeper, utterly confused, simply shook his head.

Some Uchiha, enjoying their newfound advantage, even considered paying a visit to the Inuzuka compound just to show off. "They call themselves dog masters," one Uchiha laughed. "But can their dogs talk? Can they use Wind Release? I'd love to see them try to compete."

Elder members of the Uchiha clan watched all of this with misty eyes. For the first time in years, they felt true hope for the clan's revival. No longer were they isolated. With these new partners, they had formed an alliance that could change their future.

The internal council of the Uchiha convened for a secret meeting. Present were the clan head, the elders, the Police Force leadership, and a select group of three-tomoe Sharingan users. Their main topics of discussion:

1. Strengthening the partnership between the Uchiha and the Hellhound clan.

2. Optimizing training and logistical support for their new allies.

3. Managing relations with Konoha's leadership, ensuring their growing power did not provoke the Hokage's office.

4. Predicting the Inuzuka clan's response and Konoha's likely reaction.

A consensus was quickly reached regarding the first issue: this partnership was a long-term strategic move that required dedicated oversight. The elders assigned Uchiha Yang to assist in managing the integration of the Hellhounds into Uchiha society.

On the second point, they decided to increase the number of Uchiha-only teams undertaking external missions. With the addition of the Hellhounds, their reconnaissance capabilities had significantly expanded. More Uchiha would be deployed on high-paying patrol missions outside the village, while police forces in Konoha could be reduced, allowing members to focus on specialized training.

The third issue—the Inuzuka—was met with mixed reactions. Many Uchiha simply saw it as amusing. "A ninja clan rendered useless because their dogs are too afraid to leave home? That's a first." They were content to let the Inuzuka fade into irrelevance.

But then, Uchiha Yang—one of the youngest in the room—stood up abruptly.

"Esteemed elders, seniors, and clan leaders, I may be young, but I have to speak my mind." His tone was serious. "The Uchiha have always been in an uneasy position within Konoha. Since the days of the Second Hokage, we have faced systemic suppression—politically, militarily, and in public perception. The village leadership has actively worked to isolate and discredit us."

The room fell silent.

"To counter this, we must strengthen ourselves. Power is the foundation of our survival. But raw strength alone is not enough. We lack allies. Today, our only true allies are the Hellhounds. That is a start, but it is not enough."

Uchiha Yang continued, "Right now, the village leadership controls Sarutobi, Mitokado, Shimura, and the entire Nara-Akimichi-Yamanaka coalition. They have loyalists in the Hatake and Shiranui clans, and many civilian families rely on them for influence. Meanwhile, we, the Uchiha, are alone—except for the Kurama clan, who are barely holding on, and our ancient allies, the Kubo and Oda clans. That is a dangerously weak position."

He took a breath before delivering his next point.

"The Inuzuka clan may be weakened now, but they are not useless. We should not let them fall. Instead, we should control them."

Several elders raised an eyebrow.

"I have spoken with the Hellhound clan. They are willing to breed select members—those who lack the potential for advanced evolution—with high-quality female ninja dogs from the Inuzuka. Their offspring will inherit the ability to speak and may even develop Wind Release chakra. This gives us leverage. We control the superior breed, and the Inuzuka become dependent on us. In exchange, they provide logistical support—rations, medical care, and training assistance for the Hellhounds."

The room was dead silent.

Then, the elders nodded in approval.

"Good," one said. "The boy understands politics."

And so, the plan was set in motion.

As the meeting ended, Uchiha Nobunaga and the "Handsome Uncle" exchanged glances of pride.

"Our clan finally has a strategist," Nobunaga said, smiling at Yang.

Walking alongside the elders, Uchiha Saka mused aloud, "Did I really train this boy? I feel like he's ahead of me already."

Uchiha Zefa chuckled. "Our clan has never lacked for power. What we lacked was vision. Maybe now, we have both."

And in the back of the room, Uchiha Yang stood quietly, staring at the village skyline. At only nine years old, he was already reshaping the future of the Uchiha clan.
