[Otogakure, district 4]
Otogakure. In a single month, the Shimura engineers, under Hitori, who had overseen the production of glass making in Konoha, worked tirelessly on a project far exceeding any technology in this world.
Otogakure was built underground, in seven districts, representing the golden number often associated with the Shimura clan. It was not a random number, however. Each district had a meaning attached to it. The highest district, located at -1400m of altitude, was the meeting hall. Residents, and regular military barracks stood in there, but it was mostly made of seals that captured all sounds coming off the ground. Shimura clansmen called it level zero, for there was little to do there.
Level 1 was a residential area. Houses mainly, stood in level 1, making it very popular.
Level 2 was the market area. Supplies were also stored in this area, most of it came from the haul of the Iwagakure front. Tens of thousands of kunai stood there, in pristine conditions. Byakuro's support squad was also making supplies tirelessly, working on developping useful seals.
Level 3 was the training area. Arenas and labyrinths were commonplace, to train the kenjutsu and wind corps underground fights.
Level 4 was the farming area. Mushrooms and newly developped seeds were grown there, as a way to support the growing population of Otogakure. Although the absorption of the Kaonashi, Kinzoku and Hebikaze clans were an additional strain on food reserves, the farms were now enough to sustain the whole population of Otogakure in a sustainable way.
Level 5 was a factory, focused on glass making, however this time, it had been scaled to support a production of 1000 units of glasses a day, four times more efficient than the infrastructure in Konohagakure, before it was blown up.
Level 6 was made of laboratories. Experiments, some of them dreadful, took place.
Inside his laboratory, Danzo looked at the reports with satisfaction.

A kunoichi embraced him from behind, a lustful gaze locking into his own. It was none other than the Hebikaze matriarch, Harumi Hebikaze.
In the past month, Danzo worked tirelessly to integrate the three clans of the land of Rice into his own force. Their loyalty was feeble at first, but after engraving the Shimura Cursed Seal onto their necks, they could neither bad talk or raise their voice against Danzo. After he shared the chakra supplement injections with them, however, the clan leaders all submitted to him, first the Kaoanashi matriarch Rin, then the Kinzoku patriarch Hiroto.
However, the strongest clan leader, Harumi Hebikaze, refused to trust him, and even though the seal worked perfectly on her underlings, she kept finding ways to get rid of his seal. Duels, and beatings did not bend her will. Her lack of primal fear made Danzo helpless, and until he could subdue her clan, Danzo could not leave Otogakure and join the battlefield on the surface.
In the end, Danzo, who needed the village to be stabilized, brought up the only solution he thought of
"A political marriage", Harumi laughed, "To think that I, the strongest shinobi in Oto no Kami, would end up as a pawn to stabilize the country, a chess piece that is used for unity"
Danzo mused: "Marriage is for the best. With the Hebikaze submitting to Otogakure, the other clans followed suit almost instantly. You may not like it, but this much is necessary. Don't think the Shimura clansmen all supported the integration of your clans in Otogakure. They built it with their bare hands, and you are guests. Well, until our marriage, that is. As soon as it was officialized, even the most hateful voices died down"
Harumi kissed his neck, and his hissed, her bloodline limit causing her eyes and tongue to be that of snakes: "Who said I did not like it? I get to be the Otogake's wife, bear his children, benefit from his serums. Countless kunoichi would kill for this opportunity. Yet you are all mine now"
Danzo shook his head: "We have wasted enough time down there. The council is waiting for us"
Harumi faked a shocked expression: "So the council is worth more than our alone time? Oh...Danzo-sama, you are not prioritizing work over family, are you?"
At this point, Danzo's spirit fumed with annoyance. He knew marrying Harumi was the best solution to his problems.

Harumi had a balanced sheet, her stats proving her domineering strength in the elite jonin realm. After getting to taste the body refinement serums and chakra supplement injections, A-rank and B-rank products that was shaping Otogakure as a growing force, she had solidified her foundations greatly.
He had not chosen her just for her clan. The Hebikaze possessed a bloodline limit, unlike the Kinzoku and Kaonashi clans who had hidden arts only.
As a Hebikaze, Harumi could secret poisons that was lethal to kage figures from her fangues. Her eyes could spot temperature differences, making her an extraordinary sensor. Lastly, her arms could be turned into snakes, making her a ninjutsu specialist capable of defeating most opponents in close and medium range. In other words, Harumi had a build that complemented Danzo's own extremely well.
The shinobi world was not made for the weak, and having a reliable partner could solve Danzo's shortcomings. Yukiko had played this role until now, but she lacked potential. Despite the body refinement serum and personal training, her growth was not at the level Harumi expressed.
Now that Otogakure's foundations were laid out and its forces strengthened, Danzo could reveal himself to the world. Not just as the Shimura patriarch, but this time, as the Otokage.
