Even though the journey from the Land of Wind to the Land of Iron was long and arduous, the Third Kazekage's unique Magnet Release Kekkei Genkai able to manipulate iron sand granted him near-zero cost in mining and processing iron ore. With his chakra, he could extract and refine ore directly from underground veins without relying on heavy machinery or labor, reducing logistical costs to virtually nothing.
Thus, all the real consumption came only from transportation and political maneuvering. Because of this, Mizuki Ryosuke could purchase high-grade iron ore from the Land of Wind at extremely low prices, effectively taking advantage of Sand's surplus and turning it into a profitable commodity.
At first glance, one might ask: if it's so profitable, why doesn't the Land of Wind capitalize on this opportunity themselves? Why rely on an external figure like Mizuki Ryosuke? Couldn't the Third Kazekage simply eliminate the middleman and sell directly to the Land of Iron?
In theory, yes. But in practice, Sand Shinobi cannot escape their dependency on Ryosuke.
Geographically, the Land of Wind lies in the far western region of the continent, while the Land of Iron is situated to the north-northeast. To transport iron ore directly, there are only two viable routes. One is to cross through the Land of Fire territory under Konoha's dominion or to follow a winding path through a collection of small buffer states: the Land of Birds, Land of Rain, Land of Grass, Land of Rivers, Land of Frost, and possibly even the Land of Taki.
The first route, through the Land of Fire, is completely implausible. Ever since the Second Great Ninja War, Konoha and Sunagakure have maintained a tense relationship due to territorial disputes and proxy skirmishes. Konoha would never permit Sand Shinobi to openly profit by using their territory to sell valuable resources to a military-neutral yet strategically critical state like the Land of Iron. The prospect alone would threaten Konoha's economic and political grip over the ninja world.
The second route through small countries appears less threatening but is even more unstable. These minor nations don't have the power to enforce neutrality. Countries like Rain, Grass, and Birds are caught in the web of influence between major villages: Rain between Konoha and Iwa; Grass surrounded by both Konoha and Iwa; and Taki and Frost bordering the Land of Lightning. Every step along this path risks interception, interference, or even occupation by major powers.
Even maritime transport isn't viable. Theoretically, Sand Shinobi could ferry their ore through the Land of Tea, around the whirlpools of the former Uzushiogakure, and past the territorial waters of the Hidden Mist to reach the Iron Country's portside borders. But the Hidden Mist under the iron-fisted control of Ryosuke would never allow passage without political and economic concessions. If Ryosuke opposes it, this route vanishes as well.
Therefore, under current geopolitical constraints, Sand's capacity to move ore without interference is nearly zero. Ryosuke, however, bridges the gap.
With Ryosuke acting as intermediary, iron ore is shipped from the Land of Wind to the Land of Water under pretense of "resource exchange," and from there, the Mist handles distribution to the Land of Iron. The route avoids Konoha, bypasses Land of Lightning, and leverages Mizukage Ryosuke's maritime supremacy. It's convoluted, yes but efficient and secure.
For the Land of Wind, the Kazekage only needs to spend chakra and minimal manpower to obtain strategic resources from abroad. For Mist, the sudden influx of iron ore rare on their archipelagic soil boosts local industry and arms production. And the Land of Iron? Even buying iron at a "high" markup from Mist, it's still leagues cheaper than dealing with price-gouging from Konoha or Kumogakure.
All parties profit. It's a three-way equilibrium. Thus, Zabuza's diplomatic mission to the Hidden Sand backed by a letter sealed in blood chakra and approved by Ryosuke was received with open arms. The Third Kazekage, despite his pride, knew this was a rare windfall and accepted the offer without hesitation.
Ryosuke said little afterward, redirecting the conversation to broader strategic matters.
"I expect that in the first phase of the upcoming Great Ninja War, each village will deploy limited forces probing, testing, seeking leverage.
"But that control won't last. As hatred festers and attrition deepens, the war will escalate. Emotion will outweigh logic. Resources will burn. Alliances will shatter.
"That," he said, his voice cool, "is the second phase. The white-hot stage of the war."
No one questioned Ryosuke's analysis. His predictions mirrored the patterns of the last three Ninja Wars.
"And in that moment, Mist will strike."
"We'll reclaim everything taken from us by Konoha, by the world, by fate."
A sharp gleam flashed across Ryosuke's Rinnegan as he turned to face his generals.
Ghost Lantern Manyue's pupils dilated with excitement. He saw it clearly Mist not as the isolated blood mist of the past, but as a power poised to dominate.
"Exactly," Ryosuke said. "First, we reestablish our place among the Five Great Nations. Let the world remember our name."
"Second, we stretch our reach. Small nations around the periphery of Fire Country will seek protection in chaos. We'll be there to offer it in exchange for loyalty."
"That is the foundation of long-term strength."
He turned to the grand map of the shinobi world behind him. Konoha sat at its heart like a bloated parasite, surrounded by a ring of helpless minor nations Land of Rivers, Land of Sound, Land of Rain, Land of Grass, Land of Valleys, and more.
Since the First Great Ninja War, Konoha had absorbed these nations' resources, levied their people for missions, and dominated their economies. These countries rich in potential existed as tributaries to the Leaf.
This was the root of Konoha's strength. Not just the fertile soil of the Land of Fire, but the theft of every nearby nation's future. With their mission monopoly, their control of the Daimyō, and their monopoly on elite bloodlines, Konoha stood alone as an undisputed overlord.
To break that pattern, Ryosuke knew: Mist must become stronger than ever before. It must devour what Konoha has hoarded.
"If we want a future, we have to shatter the current order," Ryosuke said, his voice now hard as steel.
"To rebuild it with Mist Shinobi at its peak."
"I understand," Ghost Lantern Manyue replied, a glint of fervor igniting in his eyes. "Then what comes after?"
"The third and final stage of the war," Ryosuke said.
"I call it the twilight phase."
"At that point, all sides will be battered. Exhausted. Disillusioned."
"But we will remain."
"I expect Mist to stand at the apex when that moment comes."
Ryosuke looked across the room at his six lieutenants and one massive orange-striped ninja cat curled near the map. Each was strong, loyal, honed through blood and fire. Each had a role in the dream.
"For the rise of the Hidden Mist!" he said.
"TO THE DEATH!" they shouted in unison.
The six knelt deeply before him, offering their utmost loyalty to the enigmatic and unshakable Fourth Mizukage.
Even the cat gave a deep, solemn bow the highest form of respect in the ancient customs of the feline ninja clans.
"Prepare yourselves," Ryosuke said, voice low but thunderous in intent.
The meeting ended.
And with it, the march of Mist Shinobi toward ascension began.
