First, it truly screamed that the government is bullshit, not just the government but the whole system of the country. The agencies that are there to keep out foreign agencies, to not let them settle in the country, have failed greatly as well. Maraci has agents in the country in great volume, and from that came the other very good questions.
Why are they in the country to begin with? Since when are they in? What is the goal of Maraci with it?
All of it just once again put the pressure on everything, that they didn't even know they were here, and who knew how many country agencies could be too, just sitting there, fitting in… maybe in the government too.
