Chapter 466: A New Thesis
Kakashi, feeling guilty for having neglected Naruto in the past, agreed to train him and Sakura.
However, Sakura presented him with a huge pile of notes on Water Release ninjutsu, leaving Kakashi stumped.
He flipped through them, his expression changing from casual to grave.
Some of the knowledge he could understand, some he couldn't, and some he found incredibly profound. After thinking for a moment, he could gain a new and different understanding.
He scratched his head a little. "This knowledge of Water Release ninjutsu is far beyond your current learning scope... it's Miss Yamanaka's insights, right? As expected of the strongest Water Release ninja of the current generation, praised even by the Fifth Mizukage. You should just ask her directly about these questions. I'm really not good at Water Release ninjutsu."
Having finally caught an opportunity to get some free knowledge, Sakura was not about to let Kakashi go. She kept pestering him, telling him to skip what he didn't know and just explain what he did understand.
Kakashi was not good at Water Release, but the five elemental releases were all connected. In the era of the Sage of Six Paths, there was no distinction between Water and Fire Release. They were all together; you just had to practice.
Now, the ninja world had been subdivided, but this subdivision was reflected in theory, artificially created. In reality, the chakra natures were still very closely related.
Sakura fired off a barrage of questions. Kakashi spoke until his mouth was dry, and had only explained about thirty percent of the content.
Sakura had accumulated too many questions, and many of them required him to think carefully before he could give an answer.
After dealing with Sakura, he finally began to pay attention to Naruto's training.
Naruto had developed his wind-nature chakra long ago, but he didn't know any Wind Release ninjutsu at all. Having seen Ino's "Super Great Spiraling Ring," and having felt a great connection with the Super Chakra Rasengan he had used together with Shion to eliminate Mōryō, he knew that it was ultimately a joint effort of two people. Now, he wanted to try to add his wind-nature chakra to the Rasengan.
Kakashi provided him with some theoretical knowledge and practical training methods, and Naruto's development of the Wind Release: Rasenshuriken quickly got on the right track.
As a disciple of the Sage of Six Paths, Ino spent her days pondering Kekkei Tōta and trying to understand Yin-Yang Release. In Six-sensei's eyes, this was very narrow-minded.
Physical strength is not strength; strength of mind is true strength.
What was there to say about Kekkei Tōta? Did I take you as my disciple just to teach you these basic things? He needed Ino to have the courage and determination to change the current state of the ninja world, and most importantly, to have a set of effective ideological guidelines.
How to change the ninja world? Where to start, in what direction to change? What to change it into?
Only by being able to propose these things could one be considered his true disciple. Otherwise, you were just a hired thug. Was he, an old man, short of a thug? Founding Ninshū was Six-sensei's initiative. Inheriting and carrying forward Ninshū was Ashura's job. Establishing the ninja village system was Hashirama Senju's answer, submitted through the "power of I reckon."
Regardless of right or wrong, as a disciple of the Sage of Six Paths, one must have the courage to change the world.
Ino thought hard, eating rabbit for three days, and finally submitted an answer: a Naruto version of the Nine-rank system! Ninshū had, in essence, allowed ninjutsu to fall under the control of the ninja clans. Ashura had at most followed the rules, not innovating. Hashirama Senju had used military force to unite the various large and small ninja clans into the Five Great Shinobi Villages. These were their achievements.
How to develop next? In reality, no one knew.
It was useless for Konoha Village to destroy the Hidden Sand or the Hidden Mist. You couldn't occupy that territory. As soon as you left, the original owners would make a comeback.
The wars in the ninja world were only for some visible floating wealth. No one could completely eliminate anyone else.
From ten thousand to five, and now from five to one. The key node where division must lead to unity had arrived! Just look at the eighty thousand Allied Shinobi Forces in the Fourth Great Ninja War in the original timeline to know that the ninja world in the usual sense was actually not that big. All in all, including the large and small ninja villages, wandering ninjas, and all sorts of miscellaneous people, there were only about three to four hundred thousand ninjas who used chakra.
In fact, unification was not difficult. The so-called ninja wars were, to put it nicely, just brawls between five villages.
It was just that because everyone possessed extraordinary power, no one was willing to admit defeat.
Ino's Nine-rank system fully considered the current situation.
Unification, there must be unification.
And after unification?
To a certain extent, strengthen the power of the Hokage while also guaranteeing the interests of the existing ninja clans.
The Hokage and the ninja clans would govern the ninja world together.
Assign ranks to the ninja clans. What treatment the upper ranks enjoy, what treatment the middle ranks enjoy, all clearly defined.
These treatments included qualifications for promotion to Jonin or Chunin, specific ninjutsu, and a large amount of money and material rewards.
At that time, not to mention the ninja clans of the Sand and Mist, even leaders like Temari and Mei Terumi could be absorbed into Konoha's Nine-rank system. Everyone would stand on the same side and make the cake bigger together.
Before the cake reached its limit, even commoner ninjas would benefit. One, there would be no more wars, no need to be cannon fodder on the battlefield. Two, there would be an upward channel. After all, this system would not so quickly form a situation where "the upper ranks have no poor families, and the lower ranks have no noble families."
Commoner ninjas could become ninja clans through hard work and then continue to climb up.
The existing ninja clans also had a certain chance of declining due to unfilial descendants.
The Sage of Six Paths took Ino's Nine-rank system and looked at it carefully. He pondered for a moment, noncommittal.
His mindset was very detached. He signaled for Ino to give it a try; it didn't matter if she failed.
"Alright, Master. I will implement my ideas as soon as possible."
"Mmm."
About three days passed.
The Hidden Sand Village was preparing to elect Kankuro as the Sixth Kazekage. The news reached Konoha Village, and the Konoha higher-ups had some differing opinions on the matter.
That night, Ino took Tsunade to find Jiraiya, hoping to get the Hokage's support.
This was a very private conversation, but she had already discussed this system with Shikaku beforehand and had obtained the support of the Ino-Shika-Cho trio.
"The Nine-rank system?" Jiraiya was a bit stunned. This system looked particularly grand. He read it word by word, and his head spun... "Little Ino, what are you trying to do with this?" he asked tentatively.
Ino answered with great determination, "To completely end the chaos in the ninja world, to unify the ninja world. Those previous wars only increased the number of casualties and were completely meaningless."
Such great ambition? The first thing Jiraiya thought of was the Child of the Prophecy!
Could it be that the Child of the Prophecy was right before his eyes?
