Chapter 280 - Ch 280 : Fugitive Ninja

Hokage Building, Inside the Conference Room

The representatives from various small villages across different nations gradually dispersed.

Originally, they had come to discuss the Chunin Exams, but they were unexpectedly summoned by the Hokage for a separate meeting.

The topic of the meeting turned out to be the handling of rogue ninja and mercenary ninja factions across different nations.

The Hokage proposed a reform in the ninja system and requested that they bring this idea back to their respective village leaders.

Konoha wished for them to reach out to the mercenary ninja factions and rogue ninja in their territories, informing them that Konoha was willing to offer them a stable livelihood and a structured way of working.

When this idea was first put forward by the Hokage, many of the representatives felt there was no need to even consult their village leaders—they could agree on the spot.

The survival conditions of small villages and minor nations were vastly different from those of Konoha.

Small villages lived under harsh and unforgiving circumstances.

Because of their inherent weakness, they were always at risk of being overthrown by a stronger force.

Moreover, operating within a small country meant that mission resources were already scarce and highly contested.

These smaller villages not only had to share those limited resources but also had to compete with mercenary factions and rogue ninja for a share, leaving them with barely anything.

If Konoha was willing to take in these rogue ninja and mercenaries, they would naturally welcome the move.

Some of the smaller villages even wished that Konoha would absorb them as well, offering them a stable livelihood.

However, such a notion remained nothing more than wishful thinking.

The number of rogue ninja across the ninja world was vast, but the majority of them were only at a Genin level.

Most of them lacked proper training, had no formal education, and were little more than physically strong individuals who happened to have learned one or two ninjutsu techniques.

Additionally, the reputation of rogue ninja was barely any better than that of missing-nin.

Many of them had committed illegal acts, often relying on their strength to pillage, burn, and kill among civilians, only to later assume a new identity and move to another place to continue their lawless ways.

No matter how large their numbers, such rogue ninja could never truly form a formidable force.

Instead, they were more likely to become a growing menace.

Konoha's willingness to take in these rogue ninja left many puzzled.

The civil unrest within the Land of Fire was well known to outsiders, and under such circumstances, taking in these people seemed no different from burdening themselves with unnecessary trouble.

However, regardless of their personal doubts, they still needed to quickly report this "good news" to their respective leaders.

After finishing their discussions with the Hokage regarding the Chunin Exams, Konan and Nagato walked out of the Hokage Building together.

"This Hokage's way of thinking is truly difficult to grasp," Nagato suddenly remarked.

"You mean Konoha's decision to take in those rogue ninja?"

"If Konoha really intends to use them for labor in the future, these kinds of people will likely only tarnish the village's reputation. I can't understand what the Hokage is thinking."

"Perhaps the Hokage has already thought of a way to deal with that," Konan said after some contemplation.

The two entered the newly developed district, where Konoha had arranged accommodations for their guests.

"Still, I never expected Konoha to change so much in such a short time."

Nagato couldn't help but marvel at the transformation.

Although he had always harbored negative feelings toward Konoha, he was genuinely shocked upon witnessing the new cityscape.

The level of prosperity and advancement far exceeded anything he had imagined.

He had traveled to some of the most renowned cities across different nations, but compared to the current Konoha, they all seemed utterly insignificant.

Even the capital of Amegakure, the Rain Country's metropolis, now felt like nothing more than a remote rural village.

Konan, however, said, "Have you forgotten what Yahiko once said?"

Konoha had suddenly transformed from a mere village into a full-fledged city, a change laden with complex implications.

Many had already recognized the ambitions of this Hokage, and it seemed he had no intention of hiding them.

Some secretly mocked the Hokage's foolishness, believing that his greed for power would only plunge the Land of Fire into chaos.

A mere leader of a small village now fancied himself capable of governing an entire nation—if that wasn't sheer delusion, what was?

The ultimate outcome might see both Konoha and the Land of Fire fading from history together.

As Konan and Nagato made their way toward the guest accommodations, they spotted a familiar figure approaching them from a distance.

"Lady Tsunade?" Konan asked in surprise.

It was clear that Tsunade was heading straight for them.

"Do you two have a moment?"

Konan and Nagato exchanged glances.

"Is there something you need, Lady Tsunade?"

Since she was Jiraiya-sensei's friend and their elder in a way, Konan maintained a respectful attitude.

"Let's find somewhere more private to talk," Tsunade suggested.
