They did this a few months ago after Leo became their owner. The national intelligence agency didn't know much about this, as Ellyse, the mastermind behind this infiltration had only used the veterans who were already living inside the nation for a long time.
They were all loyal and paid in different forms. The transactions were indetectable and they all lived a low-key and happy life. None of these operatives could be tied up with them or Leo Cardinal.
