It's clear that over here in Alaska, it's pretty much the same!
Sheriff Redick obviously wants to take down Horned Demon Billy, and he only needs a fairly reasonable excuse to do so; it seems that procedures don't matter at all.
In fact, Mountain Eagle really underestimated the Alaska State Police; these officers are not just ordinary policemen, most of the sheriffs also take care of the paperwork for various places in Alaska, essentially replacing the government's role.
Since Alaska, aside from a few small towns like Fairbanks, doesn't even have county governments.
In those sparsely populated towns, the majority of administrative work is handled by the State Police, and locals usually elect a respected elder, who receives a modest subsidy to assist the sheriff in managing the area.
Just like in the old American Western movies, the sheriff is the most powerful person in a region!
