Richard was slightly surprised because, in his impression, not every World Seed could develop into a Great World. Most World Seeds can only remain as a Miniature World, with the excellent ones merely reaching the stage of a Small World.
And those able to become a Medium World are few and far between, as for a Large World... there is none recorded in Richard's data.
