Being able to do this, it definitely wouldn't be the nobility or priests. As nobility and priests, how could they do something that would affect their rule? Only that group of mud legs could possibly do such a thing.

So they can only suppress others. Fortunately, this 'other' is another group, outside of their nobility and priests, so there's no need to worry about collateral damage, after all, it's just commoners dying.
