This area was similar to the protection zone formed during the first level's protection time. The difference was that the first level's protection time was more like child's play, while here it not only had higher intensity but also had no time limit, spanning the entire city.
"Is it a double BOSS, or are the two actually one entity?"

Shura wasn't sure what was happening, and acting rashly would be detrimental to the entire mission.
The mission was to clean up the entire city's ghosts, not just the BOSS and the Ghost Survivors but also all the Zombies.
This was just the surface mission; perhaps it also required cutting off some of the All Ghosts Survival Platform's erosion.
